Help

As an Attorney-Advisor with the Department of the Interior, Office of the Solicitor, Northeast Region, Twin Cities Regional Office, located in Bloomington, MN your specific duties will include:

Providing legal advice and counsel to organizations within the Department including writing legal opinions, handling administrative litigation, and providing assistance to the Department of Justice on judicial litigation in one or more of the following areas:

(1) Indian law matters involving energy and mineral development and use, natural resources, realty, water rights, and tribal government, and appearing before the Interior Board of Indian Appeals (IBIA).
(2) Gathering and providing information for use in resolving legal issues which require knowledge of Federal Indian law and regulation, Department of Justice Title Standards, relevant Tribal or State law, and administrative policy.
(3) Providing legal opinions on various issues pertaining to the management of land held in trust for the benefit of an Indian tribe or an individual Indian.
(4) Analyzing and reviewing for completeness and accuracy title documents for Bureau of Indian Affairs land acquisitions.
(5) Drafting of preliminary and final title opinions.
(6) General law matters such as contracts and procurement, grants, cooperative agreements, Federal Tort Claims, employment law, education law, law enforcement, and FOIA, and appearing before the CBCA, IBLA, MSPB, EEOC, and OHA.

Qualifications

In order to better assess your qualifications for this position, when preparing your resume please address your experience in or familiarity with the following subject matter areas and legal authorities: Federal Indian law, Administrative Procedure Act, Federal Realty law, Mineral law, Contract law, and law related to Natural Resources and Land Use. In addition, please address your experience in or familiarity with the following areas of legal work: researching and writing legal memoranda and opinions, and providing legal advice or recommendations to clients, judges, and/or senior attorneys; litigating in Federal court/Federal administrative forums and preparing litigation documents as needed; evidentiary privileges and e­-discovery, including familiarity with technology associated with the electronic search, retrieval, and review of documents; and, familiarity with Microsoft software applications (MS Word, Excel, etc.), Adobe Acrobat, Windows, and email clients.

Basic Qualification Requirements
Applicants must be law school graduates with LL.B. or J.D. degrees AND applicants must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

To qualify for the GS-11, Applicants must meet one of the following:

  • -Possess at least 1-year of professional legal experience following law school graduation; OR
  • -Have a second professional law degree; OR
  • -Meet any of the criteria indicated below:
    • --academic standing in top one-third of law school graduating class;
    • --graduation with academic honors;
    • --significant participation on the law school's law review;
    • --significant participation in the law school's moot court competition;
    • --significant participation in a clinical legal aid program;
    • --significant summer law office clerk experience; or
    • --other equivalent evidence of clearly superior achievement.

To qualify for the GS-12/13/14: In addition to meeting the basic qualification requirements described above, applicants must also have the following additional years of professional legal experience for the grade level indicated:

  • GS-12 = 1 year
  • GS-13 = 2 years
  • GS-14 = 3 ½ years

You will receive credit for all qualifying experience, including volunteer experience.
