  • The incumbent of this position serves as an Informatics Program Officer for enterprise-wide mass digitization projects to Smithsonian units (museums, archives and libraries and research centers). The incumbent performs a wide range of informatics and project management functions, including system and process analysis, requirements definition, workflow development, assistance to units Institution wide with digital records processing, system administration, maintenance, and customer training, troubleshooting, and reporting activities in support of the Institution’s digitization functions.  
  • Applies data management principles and practices in digitizing a Smithsonian organization’s collections including data manipulation; data standardization; data cleaning and parsing; using relational database management systems; report creation using specialized report software; and determining data field delimiting and delineation. 
  • Delivers digital records to other services, such as Smithsonian Transcription Center, IIIF, etc. Creates standard and ad-hoc data mappings to import/export data sets for use with external data systems using SQL, XML, or the preferred software as defined by the Smithsonian Institution.    
  • Designs and documents High Level Architecture showing large-scale digital records workflow through various CIS/CMS (including Gallery Systems’ The Museum System [TMS], Axiell’s Electronic Museum [EMu], MIMSY-XG, SIRIS, etc), DAMS, and other enterprise IT infrastructure systems and services, ensuring that proper connections are in place between systems of records.

Qualifications

Experience:   You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-9 level in the Federal Service or comparable pay band system. For this position, specialized experience is defined as experience managing short term IT digitization projects in one of the following organizations: library, archive, museum, research center; or a similar scientific, historical or cultural institution setting. 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Or Education:  Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree related to this position may be substituted to meet the experience requirements.

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria: 

  1. Ability to manage short-and long- term, multi-phase IT digitization projects in a library, archive, museum or research center; or similar historical or cultural institution setting, gained through work experience.  
  2. Knowledge of information management systems including a thorough understanding of data management as it relates to digitizing an organization’s collections, gained through work experience.  
  3. Ability to evaluate an organization’s collection management needs to perform large-scale collection records digitization, gained through work experience.
  4. Knowledge of museum collections management and Collection Information Systems, gained through work experience.

Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree. This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.

A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
