Summary

This position is located in the USDA Food and Nutrition Service in Alexandria, Virginia. This position encompasses the work performed by the Program Analyst position in one of the following offices: Supplemental Nutrition and Safety Programs (SNAS), Child Nutrition Programs (CNP), or Supplemental Nutrition Assistance Program (SNAP). The work conducted can be a combination of policy development and implementation, program and policy analysis, and operational implementation and oversight.

Duties

Help
  • Demonstrates highly developed writing skills in order to prepare policy documents and to effectively communicate and promote Agency policy objectives.
  • Develops technical assistance materials, tools, and training provides expert guidance and conducts training for other FNS staff, State and local program operators, and stakeholders.
  • Displays the ability to solve problems, resolve conflicts, and motivate cooperating partners to accomplish stated objectives.
  • Identify operational best practices and analyze trends to monitor program effectiveness, efficiency, and adherence to program requirements.
  • Uses agency guidelines that consist of various statutes, Office of Management and Budget, Departmental and Agency regulations, Instructions, Executive Orders, policy, precedent and Agency interpretation of these authorities.
  • Coordinates with other organizations within FNS and the Department of Agriculture and with other Federal agencies to assist in the development of legislation and regulations, analyze and resolve policy issues and litigation, and apply Program policy.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

To meet the GS-12, you must at least demonstrate one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates knowledge in the following duties:

  1. Researching and analyzing information such as laws and regulations
  2. Providing oversight and technical assistance to a Federal Nutrition Assistance Program or other public assistance programs
  3. Interpreting regulations and policies to ensure compliance with program requirements to provide recommendations for program improvement.

To meet the GS-13, you must at least demonstrate one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates knowledge in the following duties:
  1. Researching and analyzing information such as laws and regulations
  2. Providing oversight and technical assistance to a Federal Nutrition Assistance Program or other public assistance programs
  3. Interpreting regulations and policies to ensure compliance with program requirements to provide recommendations for program improvement.

Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
