Duties

Help

  • Serves as the technical authority for multiple disciplines of engineering.
  • Designs and conducts independent and objective technical evaluations and inspections, primarily involving complex engineering systems to include fire protection systems, and building construction.
  • Participates in investigations, audits, evaluations, and inspections of design, manufacturing, production testing, and quality of complex weapon systems.
  • Participates in or leads technical evaluations and inspections with emphasis of multiple disciplines of engineering.
  • Assembles and compiles data for analysis, tabulation, charts, and graphs used in formal reports.
  • Develops proposed findings and recommendations resulting from evaluations and inspections of design, manufacturing, production testing, and quality of complex weapon systems.
  • Prepares and presents reports of analyses, evaluations, and inspections of design, manufacturing, production testing, and quality of complex weapon systems.
  • Maintains and expands knowledge of multiple engineering disciplines and related engineering analysis with respect to design, manufacturing, production testing, and quality of complex weapon systems.
  • Establishes and maintains effective liaison and coordination with representatives of government and industry organizations.
  • Employees will be required to travel to contingency operation locations, such as Southwest Asia. Travel will generally be between 2-6 weeks, two times per year, and may include benefits, such as danger pay, post differential, and overtime. Candidates must meet specific requirements set forth by the related Combatant Command, such as CENTCOM, to be qualified to travel.
These positions are being filled using 5 U.S. Code subsection 3161 authority. These excepted service positions are temporary and available for 13-month increments. These temporary positions may be terminated early or extended beyond the 13-month period based upon incumbent performance and the needs of the OIG.

Qualifications

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as work in but not limited to the of the following engineering disciplines examples: General, Mechanical, Electrical, Systems, or Civil Engineering; proven technical decision responsibility in one or more of the following: design, manufacturing, production test, and quality of aerospace or defense systems, facilities and infrastructure of military installations and bases, or tactical weapons systems; and experience demonstrating expert knowledge of engineering concepts, principles, techniques and practices to interpret and apply in the development of assessments and evaluations.

Basic Requirement: All applicants must meet one of following Mandatory/Basic Educational Requirements for consideration for an engineering position:

A degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or license -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or license as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional registration by an engineering license board in the various States, the District of Columbia, Guam, and Puerto Rico.

Completed specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph

.Completed a related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
