Open to any U.S. Citizen who is a recent graduate and within the previous two years who had a 3.0 GPA and graduated from a qualifying educational institution with an associates, bachelors, masters, doctorate, vocational or technical degree or certificate. Duties

As a Management Analyst you will be responsible for:

  • Performing quantitative and qualitative workforce analyses of data gathered from multiple sources, white papers and presentations for NSF managers and staff.
  • Providing analytical expertise and evaluations of human capital systems, programs, operations, policies and issues related to the management of human capital.
  • Developing workforce analytics utilizing a variety of quantitative and qualitative data. Identify trends, correlations, and causations within data to provide management a synopsis of emerging challenges and recommendations for change.
  • Developing measures and metrics to enhance the effectiveness of HC analytics, metrics, measures and reports.
  • Extracting, synthesizing and analyzing data from multiple systems to collaborate with others in the development of narratives related to human capital management.
  • Developing prototypes and mock-ups of analytics for customers and analysts.

Qualifications

To qualify at the GS-9 level, you must have one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples include: analyzing and evaluating issues or problems; using qualitative or quantitative analytical techniques; conducting interviews with supervisors and employees to obtain information; and preparing and delivering findings and recommendations; OR

You must have a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR

You must have a combination of graduate level education and appropriate specialized experience that together meet the qualification requirements for this position.

To qualify at the GS-11 level, you must have one year of specialized experience equivalent to the GS-9 level in the Federal service. Examples include: applying analytical and evaluative techniques to identify and resolve issues; using fact finding and investigative techniques; applying management principles and organization theory to conduct studies; and preparing and delivering briefings on findings and recommendations; OR

You must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. OR an LL.M., if related; OR

You must have a combination of graduate level education beyond the first 2 years of progressively higher graduate study and appropriate specialized experience that together meet the qualification requirements of this position, if related.

To qualify at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 in the Federal service.  Examples of such experience include: gathering, reporting, and analyzing quantitative data; developing and managing enterprise-wide human capital dashboards, scorecards, KPIs, and reports; interpreting customer requirements and providing data sets that meet their needs.

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 in the Federal service.  Examples of such experience include: gathering, reporting, and analyzing quantitative data; developing and managing enterprise-wide human capital dashboards, scorecards, KPIs, and reports; interpreting customer requirements and providing data sets that meet their needs; developing strategic objectives for a data management program based on resources, customer requirements, and organizational goals.

Education

Education may be substituted for experience as described in “Qualifications."

Additional information

To be eligible for conversion to a permanent or term position, Recent Graduates must:

-Successfully complete at least 1-year of continuous service in addition to all requirements of the Program.

-Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted.

-Maintain performance at the “Fully Satisfactory” level or higher under the agency’s performance management system.

-Complete all the requirements of the Program successfully (this includes 40 hours of annual interactive training or any other required training or activities with a mentor that are outlined in the employee’s Participant Agreement).

-Non-competitive conversion to a permanent or term position is NOT guaranteed.

Relocation expenses will NOT be paid.

NSF has determined that all of its positions are eligible for telework. Work suitable for telework depends on job duties; therefore, employees must receive approval from their supervisor for telework and have a telework agreement in place. Entering into a telework agreement is voluntary.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.  

Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
