Duties

Help
  • The incumbent is responsible for supervising a number of Auditors an/or Management Analysts in carrying out individuals audits that comprise the comprehensive audit program or specific division to which assigned.
  • Developing proposals and recommendation or consideration by the Division Director on specific subject matter areas. The incumbent also participates in planning a comprehensive audit program for the Office and/or Division.
  • Developing a detailed audit plan for the audits.
  • Providing continuous on-site leadership for the conduct of many of the assigned audits.
  • Recommending the expansion of conclusion of an audit.
  • Reviewing and commenting on work papers and reviewing and editing the audit report segments provided by team members.
  • Maintaining effective relationships with staff members and official of audited entities.
  • Carries out a range of the supervisory responsibilities expected of supervisors in the Federal Government.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience in directing and managing operational program and staff in an auditing office.
  • Experience in the use of Government Audit Standard and other relevant professional standards and legal and regulatory requirements.
  • Experience in overseeing and tracking expenditures against allocated budget and monitoring and supervising the preparation of periodic reports on the status of projects.
  • Experience overseeing compliance processes and recommending opportunities for improvement and provide day-to-day management and supervision of the on-going compliance analysis and review work and follow-up reviews.
  • Experience performing supervisory functions such as recruiting, training, developing, and promoting the principles of equal employment opportunity.
  • Experience ensuring that auditing products are properly developed and documented and are consistent with guidelines and standards.

There is no substitute of education for specialized experience for the GS-14 position.

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;

Qualified candidates are assigned a score between 70 and 100.
