Duties

Help

OIG’s Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic auditors, and other specialized staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they serve.  Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

The Information Technology Specialist position reports directly to the Special Agent in Charge (SAC) of the Cyber Investigations and Technical Operations Division (CITOD). The incumbent in this position supports the CITOD through a variety of IT technical duties, which include but are not limited to analysis, design, development, testing, maintenance, and support of the networked computer systems, workstations, servers, imaging appliances, and virtual machines utilized by the CITOD.

As an Information Technology Specialist, you will:
- Serve as the technical and data expert providing management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, and defining milestones and deliverables within the life cycle of the digital forensics used by all organizational elements.
- Plan, develop, and/or coordinate activities necessary to design, implement, and support operating systems (OS) through procurement and installation of appropriate systems software. Work with OIG IT to develop, test, and implement system patches and application updates.
- Compute systems infrastructure, hardware, network operating systems (OS), virtualization, and terminal services environment requirements. Monitor physical environment, compute system infrastructure, manage all platform hardware and networking OS, and determine hardware platform and virtualization requirements for all servers. Perform OS configuration and management.
- Develop, implement, and manage storage systems used by the CITOD, and manage backup processes (SANS, Servers, workstations, and laptops), systems, and subsystems. Coordinate the common use of core software across multiple platforms and troubleshoot procedures for related applications. Prepare strategies for recovery in the event of systems failure. Develop recovery methodology for the systems. Develop systems modifications to aid in recovery, which includes determining the cause of failure, documenting methods for preventing future problems, fixing software, and restoring files.
- Organize data in the CITOD forensic network and assign names and definitions to the various records and files; and oversee the information placed in the archived system.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

To be qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is defined as work that involves:
- Leading project teams in systems software & hardware project efforts; AND
- Functioning as a technical authority regarding IT assignments; AND
- Experience resolving problems with software, hardware and systems management, develop IT standards, policies and selecting or assisting in selecting computer equipment.

In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust – Background Investigation will be required.
- Must successfully complete a background investigation.
