This position is located within the Minneapolis VAHCS, this is a Complexity Level 1A facility. Rehabilitation Staff serve the hospital at large and support operations of inpatient and outpatient services. Staff provide services in highly specialized treatment programs and have active Clinical Student Affiliation Program. The Rehabilitation and Extended Care Integrated Clinical Community (REC ICC) consists of over 530 FTEE, with rehabilitation providers making up over 200 of the positions.

The incumbent is the Rehabilitation Director who supervises multidisciplinary Department Chiefs and Supervisors within REC, Program Managers across specialty Programs as well as ancillary REC staff as assigned. All Department Chiefs who are supervised by incumbent supervise staff within highly specialized and complex integrated teams. Incumbent ensures coordination across multiple rehabilitation services. He/She has experience in a supervisory capacity and experience in planning or assisting in the establishment of a completely integrated therapy program at a medical center or comparable facility or experience in the management of administration of an allied therapy or closely related program. He/She plans, initiates, monitors and evaluates new and existing patient care programs, and is accountable for the level of work actually performed by staff. The incumbent is responsible for the coordination and direction of administrative and supervisory functions of the sections in the ICC. It is expected that incumbent represent REC ICC in such a way as to maintain respect, sustain motivation and morale, avoid friction, reconcile divergent view points and achieve cooperation.

Rehabilitation staff provide services are provided in, but not limited to, the following areas: Comprehensive Pain Program, Headache Center of Excellence, TeleRehabilitation Enterprise Wide Initiative Program (TREWI), National Polytrauma Rehabilitation Center (PRC), Spinal Cord Injury and Neurological Disease Center (SCI/D), Vision Impairment Services, Amputation Regional Center (ARC), Polytrauma Transitional Rehabilitation (PTRP) program, Polytrauma Network Site (PNS), Assistive Technology Center as well as rehabilitation services, Orthopedic services, mental health programming, Community Living Center (CLC), Home and Community Care (HCC), Home Based Primary Care (HBPC), Adult Day Health Care (ADHC) program, Geriatric Research (GRECC) and Acute Medicine services. Staff provide services in highly specialized treatment programs and have active Clinical Student Affiliation Program. Extended Care and Rehabilitation Department consists of over 530 FTEE, with rehabilitation providers making up over 200 of the positions.

The incumbent offers support and advice for therapists and supervisors within clinical programs as well as to REC and REC as a service. Is also available for inquires from stakeholders regarding REC services within the hospital and for site visits.

As REC Rehabilitation Director, incumbent is responsible for developing clinical and procedural policies for the department as well as enforcing them. The supervisor is also responsible for strategic planning and implementation for the department. The incumbent assigns work to staff, monitors needed changes within the departments and reassigns as necessary, monitors workload and cross coverage as well as other outcomes identified through the service line, completes performance appraisals and disciplinary actions, monitors clinical privileges, monitors and approves leave and reviews therapists work for accuracy and timeliness. Independently maintains and creates data management systems to review pertinent information for REC departments as directed by Chief of REC service.

Incumbent is delegated the authority to work closely with MVAHCS management teams, quality management teams, VISN and Central Office Headquarters to promote understanding of rehabilitative services available within REC and make decisions to accomplish this purpose. Serves closely with Medical Director to achieve goals determined collectively to respond to strategic initiatives.

Administrative:

  1. Maintains records and statistical data as requested for the purpose of required reporting, workload management, data driven decisions, responses to suspense's, as well as program and service data. Reports are accurate and timely.
  2. Conducts and participates in quality assurance utilization reviews regarding patient treatment, environment of care and REC department concerns. Assists/Leads program redesign for dedicated departmental projects.
  3. Participates in creation of collaborative program strategic plans and directions.
  4. Aware of and adheres to the facility's rules, policies and pro­cedures and Standards of Practice and Standards of Ethics to insure quality patient care.
  5. Participates in the evaluation process by establishing professional goals and objectives, preparing self evaluation and sharing progress with supervisor.
  6. Aware of safety concerns, regulations, policies and procedures, and employs appropriate safety practices as well as ensures that the staff members are also aware. Takes action on required safety modifications.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
  • Licensure Requirement: Applicant must hold a full, current, and unrestricted license to Physical Therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
  • Education Requirement:
  • (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist.
OR
  • (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.
OR
  • (3) Doctorate degree in physical therapy.
  • Prior to 1995 the terminal degree for PT's was either a bachelors or master's degree. In 1995 CAPTE accredited all baccalaureate, master's, and Doctor of Physical Therapy terminal degree programs. Effective 2002, CAPTE changed its scope of accrediting activities of PT education programs to include only those programs that culminate in post-baccalaureate degrees(eliminating the baccalaureate degree). Effective 2015, professional physical therapy education programs have only offered the Doctor of Physical Therapy (DPT) degree to all new students.
  • NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org.
Specialized Experience Requirement: This position is at the Grade of GS-14. You must have completed one (1) year of experience equivalent to the Grade GS-13 directly related to the position being filled on the closing date of this announcement.

Physical Therapists applying for this position must demonstrate the following Knowledge, Skills, and Abilities:
GS-14 Physical Therapist (Supervisor, Service Care Line Manager or Service Chief)

1. Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas.
2. Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators.
3. Ability to translate extensive rehabilitation knowledge into local policy development.
4. Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work.
5. Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc.
