Summary

This position is part of the U.S. Trade and Development Agency (USTDA), Office of Program Monitoring and Evaluation. The incumbent of this position is responsible for post-award monitoring, compliance and close-out (completion) of USTDA's programs, recommending corrective actions and providing guidance to the M&E Office Director and Agency staff concerning the delivery of the Agency's grant programs, as related to the Indo-Pacific Initiative.

Duties

Help
  • Conducts post-award monitoring, compliance and close-out of USTDA's programs, as related to Indo-Pacific initiatives. Recommends corrective actions and provides guidance to Agency staff concerning the delivery of grant programs.
  • Conducts broad and complex reviews of individual grants or groups of grants and associated deliverables and reporting requirements.
  • Supports the Agency?s audit review of select grant programs and conducts compliance reviews of Success Fee reports.
  • Supports the development of monitoring and risk mitigation strategies to ensure successful grant administration and program delivery in the Indo-Pacific region.
  • Participates in the development of reports, analysis, and data reports on the performance and progress toward achieving the programmatic goals of the Indo-Pacific Initiative to inform decision making.
  • Calculates key project performance metrics for the Indo-Pacific initiative, ensuring that metrics reported are accurate and uphold accountability and transparency with external stakeholders.

Qualifications

Applicants must meet the qualification requirements for the GS-11 and GS-12 level below.

For the GS-11 level you must meet one of the following listed below:

  1. Specialized Experience: Qualifying experience for the GS-11 level includes one year of specialized experience that is equivalent in difficulty and complexity to the GS-09 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves performing work associated with the closeout stage compliance of grants/contracts/cooperative agreements; reviewing deliverables and reports to ensure they meet terms/requirements; participating in grant or contract termination and de-obligation of funding; and grant compliance audits.
  2. Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
  3. A combination of experience and education as described above, where the total percentage is equal to 100%.
For the GS-12 level you must meet the specialized experience described below: Specialized Experience: Qualifying experience for the GS-12 level includes one year of specialized experience that is equivalent in difficulty and complexity to the GS-11 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves: making recommendations on audit findings and close-out matters; serving as an advisor to the supervisor, management and staff on matters related to program monitoring and compliance, recommending corrective actions; and developing monitoring and risk management strategies to ensure successful program delivery. Demonstrated experience conducting closeout-stage compliance reviews of technical documentation/reports against administrative requirements and negotiated agreements is required.
Professional and/or academic experience in the Indo-Pacific region is highly desired, but not mandatory for this position.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
This term appointment may be extended up to a maximum total period of 4 years or terminated at any time at management's discretion. Selection does not confer eligibility to be promoted or reassigned to other positions or to be non-competitively converted to a career-conditional appointment.

Selection for this term position may require serving a 1-year trial period.

Applicants must be eligible to obtain and keep a security clearance. Appointment is subject to the successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
