Duties

Help
  • Serve as a real estate attorney rendering legal advice.
  • Preparation of associated instruments related to property purchase, lease, transfer, donation, access, condemnation, and relocation contracts from utilities, roads, railroads, and public facilities.
  • Provide legal advice regarding, including title investigation, title curative work, closing real estate acquisitions, relocation contracts and providing general advice and advocacy related to executing all aspects of the District missions.
  • Render legal assistance and advice in support of the Nashville District on matters that comprise the Nashville District?s legal services mission.
  • Provide legal assistance on procurement, contracting, contract claims and appeals, civil works project authorities, environmental and regulatory law, labor and employment law, claims, litigation, and general administrative law.

KSA's:

For the GS-12 Level

  1. Knowledge of real property law, cases, and statutes;
  2. Ability to analyze legal issues such as title defects, real estate claims, encroachment issues, and other issues related to real property in writing;
  3. Ability to draft, prepare, and modify deeds, licenses, outgrants, declarations of taking, pleadings for encroachment cases, and other real estate and legal documents;
  4. Knowledge of federal laws, regulations and policies related to government procurement civil works projects, regulatory functions, and environmental law, and fiscal law;
  5. Knowledge of laws and regulations relating to federal employment;
  6. Ability to research legal issues, analyze and interpret statutes, regulations, case law, policies, and procedures.
  7. Communication (written and oral) skills and ability to function effectively as an integral part of a mission driven team.

For the GS-13 Level
  1. Knowledge of and experience with real estate/property real property law to include acquisition of property by purchase, lease, transfer, donation, condemnation, and relocation contracts for roads, railroads, and utilities; compensable interests of owners; legal ability of non-federal interest to provide land, easements, rights of way, relocations and disposal areas under local cooperation or other agreements pursuant to statutory or other authority; management and disposal of real estate or interests therein including sales, leases, permits, easements or licenses; 5th Amendment takings, analysis concerning physical takings, and encroachments.
  2. Knowledge of and experience with analyzing legal issues such as title defects, real estate claims, encroachment issues, and other issues related to real property in writing;
  3. Knowledge of and experience with drafting, preparing, and modifying deeds, licenses, outgrants, declarations of taking, pleadings for encroachment cases, and other real estate and legal documents;
  4. Knowledge of and experience with respect to federal laws, regulations and policies related to civil works projects, government procurement, regulatory functions, environmental law, and fiscal law;
  5. Knowledge of and experience with respect to federal employment law;

VETERANS PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. Education

The following minimum qualification requirements must be met before applicants are eligible for further consideration.

Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association(ABA) and have the first professional law degree (LLB or JD).

Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States,District of Columbia, or Commonwealth of Puerto Rico.

Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
