As a Program Analyst (Protocol and Special Events Planner) you will be responsible for the following duties:

  • Serve as the Protocol Officer and Special Events Planner with responsibility for advising, planning, coordinating and executing events in support of the DCSA Director, Deputy Director, or designated senior representative.
  • Responsible for the development and execution of all official events hosted by the Director, Deputy Director, or designated senior representative.
  • Responsible for preparing and reviewing detailed plans for all official functions; preparing and organizing read-ahead materials (such as briefing books), and presenting briefs to senior leadership; developing or reviewing itineraries, event agendas, scripts, and proposed remarks for the DCSA Director or Deputy Director; developing and managing guest lists; designing and managing invitations, event programs, and other print-related materials; and collaborating with internal/external stakeholders as needed.
  • Responsible for managing and accounting for expenditures related to Official Representation Funds and applying basic resource, purchasing, and funds management principles, in accordance with established laws, regulations, and policy.
  • Serve as a subject matter expert in selection of vendors and initial contract negotiations for events requiring external assistance.
  • This position will require occasional travel to other DCSA locations to execute and oversee locally-held (within the greater National Capital Area) events hosted by the Director, Deputy Director, or designated senior representative.
  • The position may require travel to other DCSA locations when necessary to provide on-site protocol support for events hosted by the Director, Deputy Director, or designated senior representative.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position by 03/22/2021. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:

  • Working knowledge of the concepts, principles and practices of protocol, official ceremonies, traditions, customs and courtesies, and governing policies, pertinent laws, regulations, and precedents.
  • Ability to exercise diplomacy, tact, and professionalism in all communications, both verbal and written, with senior government officials, colleagues, and counterparts.
  • Working knowledge of regulations and procedures affecting Official Representation Funds (ORF) and government-funded purchases of official gifts and mementos, with commensurate skill in applying basic resource, purchasing, and funds management principles to official events.
  • Expertise in the use of various office automation software tools, programs, and techniques to support office operations and produce a wide range of products.
  • Ability to plan, organize, and direct the functions of a protocol office and provide supervision and guidance to event support personnel.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

Work Environment: The work is mostly sedentary and is normally accomplished in an office environment; however, during surveys, assessments or other visits at contractor facilities, there may be some recurring bending, stooping, stretching, reaching, or similar activities required. Additionally, assessments and surveys in some facilities may be in manufacturing and assembly areas and, at times, outdoors. Special safety precautions should be taken equal to those of workers at the facilities, such as protective clothing, safety glasses, boots, and hard hats.
