Duties

Help

As Director of Human Capital, you will:

  • Provide expert executive level advice, guidance, and support to the Assistant Inspector General for Management and Deputy Inspector General for Management on key mission-critical human capital issues, initiatives, and success of the Human Capital program.
  • Manage and support the assessment of organizational needs; and the design, implementation and evaluation of Agency’s human resources programs.
  • Ensure the organization’s human capital strategy is aligned with current and future mission, goals, and objectives of the OIG and the workforce plans and programs meet the challenges of the evolving human capital demands.
  • Serve as the principal advisor to the OIG senior leadership on matters relating to federal laws of major significance, which substantially impact the personnel administration and human capital activities of the OIG.
  • Develop human resources policies, programs, and initiatives, assure integration with all other functions of administration (ex., budget, organization planning, diversity, equity and inclusion, facilities operations, and executive direction).
  • Analyze and provide guidance and assistance in executing HC solutions; serve as a thought-partner to stakeholders and customers; quickly analyze problems and impediments and offers options/solutions; identify and implement appropriate corrective measures as needed; and develop new or improved techniques to improve operations and services.
  • Continuously source new and improved methods, strategies and actions to operate a customer-focused Federal HC organization and environment to maximize efficiency and effectiveness of services.
  • Balance priorities and align organizational expertise and resources to effectively respond to new or anticipated requirements.
  • Provide executive leadership and direction in all HR functional areas such as: recruitment; staffing and placement; classification and position management; executive resources; employee relations, employee development and training; benefits and pay administration; human resources information systems; and occupational safety and health.
  • Ensure efficient and timely reporting to customers and other stakeholders and provide direct assistance and support to department leadership to resolve issues, enhance services, and advise on sensitive personnel matters, as needed.
  • Manage and align staff and resources effectively to ensure smooth and efficient operations, supporting execution of the OIG Plan.

Qualifications

GS-15: Applicants must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service to include:

Managing a multifaceted human resources (HR) program as a supervisor or lead Human Resources Specialist/Manager; technical knowledge and experience managing the full complement of core human capital programs, policies and services such as, staffing and placement; position classification; employee benefits and payroll; personnel security, HR data management and reporting; workforce and leadership development, employee and labor relations, and strategic recruitment; experience formulating and implementing agency-wide HR policies and procedures for Senior Executive, Senior Foreign, Civil and Foreign Service; experience and ability in communicating orally and in writing on highly sensitive, complex issues to internal and external officials; experience serving as a consultant/advisor to senior level management officials.

Time-in-grade requirements must be met by the closing date.  This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy.
