The responsibilities of the NSF program officer are constantly evolving. The program officer is guided by the goals of NSF’s Strategic Plan: (1) enable the United States to uphold a position of world leadership in all aspects of science, mathematics, and engineering, (2) promote the discovery, integration, dissemination, and employment of new knowledge in service to society, and (3) achieve excellence in U.S. science, mathematics, engineering, and technology education at all levels. The core strategies NSF staff employ include developing intellectual capital, strengthening the physical infrastructure, integrating research and education, and promoting partnerships.

The responsibilities of the NSF Program officer include, for example, long-range planning and budget development for the areas of science represented by the program or program cluster, the administration of the merit review process and proposal recommendations, the preparation of press releases, feature articles and material describing advances in the research supported, and coordination and liaison with other programs in NSF, other Federal agencies and organizations.

The Program Director in EPSCoR will have specific responsibilities that may include the following:

  • Establishing goals and objectives, initiating new program thrusts, revising current activities and potentially phasing out some programmatic areas.
  • Providing information on new developments and opportunities in STEM.
  • Maintaining and further strengthening linkages with collaborative programs at NSF and other relevant Federal agencies.
  • Participating in technical management and financial oversight of various funded NSF EPSCoR projects.
  • Managing an effective and timely merit review process.
  • Representing the NSF EPSCoR program at relevant internal and external events.
  • Keeping abreast of current research and educational trends. 
  • Participating in some defined subset of professional activities that contribute to such currency (e.g., conducting research, delivering presentations and publishing quality scholarship, attending technical conferences of relevance, reading scientific articles and books and engaging in other forms of ongoing professional development).
  • Working cooperatively across the Division, Directorate, and Foundation, and with other agencies to accomplish the mission of NSF.

Qualifications

Candidates must have a Ph.D. in Engineering or Physical Sciences, plus after award of the Ph.D., six or more year of successful experience in some combination of research, education, research administration, technology transfer, corporate management, and/or academic leadership.

This position is outside the competitive civil service.

  1. Knowledge and understanding of scientific principles and theories applicable to your area of discipline demonstrated by publications, invited talks, and/or professional recognition.
  2. Skill in evaluation of research and education activities for a multidisciplinary program. Ability to manage an externally reviewed proposal driven grants program, allocating resources to meet a spectrum of program goals.
  3. Professional analytical and technical writing skills which evidence experience in presentation of extensive inquiry into a wide variety of significant issues and make recommendations and decisions based on findings.
  4. Ability to interact effectively with members of the scientific community, representatives of other federal agencies, foreign national programs and peers to effectively present, advocate and advance program policies, plans and goals.
  5. Ability to recognize and formulate programmatic plans that respond to emerging areas of research.
  6. Ability to work effectively in a team setting in pursuit of program goals and objectives.
