Duties

Help

  • Leads the engineering and technical development of GM systems and integration into the MDS. Works collaboratively with other MDS Elements, test organizations, and external Stakeholders, providing guidance and oversight of test and analysis processes to ensure successful system integration and test with the MDS, with a focus on meeting allocated MDS requirements.
  • Advises the Program Director GM and the Chief Engineer, Chief System Engineer and Senior Engineers assigned to the GM program in developing, organizing, analyzing, and executing GM program requirements. Develops strategic forecasts and plans for technical work in support of GM programs.
  • Maintains up to date knowledge of current and future MDS requirements and status of system development across MDS Elements, with emphasis on GM systems integration.
  • Assesses state of the art technology applicable to GM systems; conducts research; develops concept descriptions by identifying new ideas and advanced concepts; and develops technology roadmaps in support of GM systems.
  • Provides advice, consultation, and recommendations to the Director for Engineering, GM Program Director, and Director MDA on engineering matters, research and development protocols, studies and analyses, and assessments of overall GM and MDS capabilities.
  • Provides engineering advice and guidance to senior MDA and DoD leadership, program directors, and technical experts on the weapon system hardware and software development and qualification, integration, modeling and simulation, and testing of current and future GM system technologies and components with the MDS.
  • Conducts research and analyses pertaining to GM issues and concepts for consideration; champions initiatives and provides a consolidated organizational position on critical matters pertaining to GM systems. Applies concepts, theories, and contemporary scientific methods to resolve complex engineering and technology development issues that influence and affect MDS capabilities, technology insertion, and availability.
  • Develops, advocates, investigates, and recommends corrective actions to deficiencies in missile defense ground launched components that surface during engineering meetings, technology interchanges, and as a result of analysis of integration/test results.
  • Facilitates technical interchanges with other agencies organizations, industry, academia, Federal Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), and other engineering and scientific communities in technical matters pertaining to the GM capabilities, requirements, test, and innovations.

Qualifications

The following factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for this position.

Applicants must be recognized as leading authorities in the fields of engineering. A PhD in an engineering discipline and at least ten years of experience in the research, design and development of advanced technology systems is highly desired.

Specialized experience must include nationally recognized experience with missile defense systems. At least one year of the specialized experience must be at least equivalent to the GS-15 level.

Technical Qualifications:
The best-qualified candidates will be distinguished from other applicants by an evaluation panel or senior level subject matter experts.
The applicant is to provide a separate narrative statement to each of the following technical qualifications, which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed two (2) pages.
Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

  1. Comprehensive knowledge of, and proven missile defense system research, development, testing, system engineering and technical expertise required to provide technical oversight of strategic planning, systems integration, interoperability test and evaluation, modeling and simulation development, and performance assessment for complex weapon or combat system acquisition programs.
  2. Expert knowledge of Missile Defense System design concepts to include integration of terrestrial and space sensor systems; command and control systems, ground-based and sea-based interceptor and launcher technologies into weapon and combat systems.
  3. Demonstrated ability in managing the application of leading edge technology and systems engineering processes required to develop effective missile defense systems.

Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

Required Baccalaureate Degree:

Additional information

Acquisition Certification: Completion of Level III Certification in SPDRE is mandatory within the first twenty-four (24) months of service, unless waived by the appropriate defense official, i.e. Under Secretary of Defense for Research and Engineering; or the Director of Acquisition Career Management (DACM).

Financial Disclosure: Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.

Background Investigation: This position is designated special sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. This requirement may take 120 days or longer to process. The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be eligible for a Top Secret clearance and access to sensitive compartmented information (SCI).
