Duties

Help

The primary purpose of this position is to serve as a data analyst, reporting to the Senior Manager, Strategy and
Analysis. The incumbent will be responsible for defining, developing, executing, and overseeing data governance and analysis projects including modeling complex problems, discovering insights, and identifying opportunities through the use of statistical, algorithmic, mining, and visualization techniques. The incumbent will also work closely with leadership of multiple business units, data stewards, project/program managers, and other business teams to turn data from disparate sources into critical information and knowledge that can be used to make sound organizational decisions.

Duties performed:

  • Lead the FirstNet Authority's movement toward greater data-driven operations and decision making, including implementation of success measures, key performance indicators (KPIs), dashboards, trending, analytics, and reporting.
  • Conduct analyses of the FirstNet Authority's internal and externally assessable data sets to identify how the enterprise can present its operational performance, while also identifying potential data gaps to further improve its reporting, critical business processes, and decision-making.
  • Establish and track enterprise performance and progress by defining and implementing measures and indicators for the Strategic Plan Objectives in coordination with internal and external stakeholders.

Qualifications

Applicants must demonstrate that they meet the Basic Requirement AND Minimum Qualification requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A or B):
A. Have at least a bachelors degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. (Must provide transcripts)

B. Have a combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. AND

Specialized Experience: ZP-IV You qualify for the ZP-IV (GS-13/14) grade level if you possess at least one year of specialized experience equivalent in difficulty and responsibility, in the public or private sector, to the GS-12 or ZP-III level in the Federal service that included:

  1. Developing and implementing a data-driven, data science approach or framework that supports identifying key business questions and measuring enterprise performance and progress;
  2. Developing a program and processes to provide analytical guidance for the enterprise to improve the organization's collection and use of results driven data sets;
  3. Developing and applying data visualization and statistical programming tools (e.g., R, PowerBI, Tableau, SPSS, Excel, etc) to enterprise-, portfolio-, and program-level data sets to advance and enable key mission decisions and outcomes;
  4. Working collaboratively across the enterprise to accomplish the data objectives and support programs' efforts to improve data collection, usage, and analysis.
