This position serves as the senior Deputy Ethics Official under the supervision of the Designated Agency Ethics Official within the Office of the General Counsel, Office of the Director. The primary mission of the National Science Foundation’s (NSF) ethics program is to prevent conflicts of interest on the part of NSF employees (including Visiting Scientist, Engineer and Educators (VSEEs), experts, and panelists) and Intergovernmental Personnel Act (IPA) assignees. The NSF ethics program works to ensure that public servants make impartial decisions based on the interests of the public when carrying out the governmental responsibilities entrusted to them, serve as good stewards of public resources, and loyally adhere to the Constitution and laws of the United States. In the broadest sense of the term, “conflicts of interest” stem from financial interests; business or personal relationships; misuses of official position, official time, or public resources; and the receipt of gifts. The mission is focused on both conflicts of interest and the appearance of conflicts of interest.

The NSF ethics program is a conflicts-based program, rather than a solely disclosure-based program. While transparency is an invaluable tool for promoting and monitoring ethical conduct, the NSF ethics program requires more than transparency. This program seeks to ensure the integrity of governmental decision making and to promote public confidence by preventing conflicts of interest. Taken together, the systems in place to identify and address conflicts of interest establish a foundation on which to build and sustain an ethical culture in the NSF.

DUTIES:

Establishing such written procedures as are appropriate relative to the size and complexity of the NSF’s financial disclosure program.

Requiring public and confidential filers to comply with deadlines and requirements for financial disclosure reports under the Government-wide ethics regulations and, in the event of noncompliance, taking appropriate action to address such noncompliance.

Making referrals to the Inspector General or the Department of Justice in appropriate cases.

Reviewing financial disclosure reports, with an emphasis on preventing conflicts of interest.

Certifying financial disclosure reports in a timely manner and taking appropriate action with regard to financial disclosure reports that cannot be certified.

Serving as an effective liaison to the Office of Government Ethics.

Serving as an advisor and technical resource to NSF officials and employees by providing advisory services with respect to complex and difficult ethics questions impacting NSF’s programs and operations.

Providing advice and counseling to prospective employees and IPAs regarding government ethics laws and regulations. Providing former employees and IPAs with advice and counseling regarding post-employment restrictions applicable to them.

Carrying out an effective government ethics education program under the Government-wide ethics regulations.

Providing NSF with advice on the applicability of Government-wide ethics laws and regulations to special Government employees.

Requiring timely compliance with ethics agreements and conducting ethics briefings for the NSF Director and the NSF Deputy Director.

Serves as the first line supervisor for one to two employees. Responsible for assigning and evaluating work, determining training needs, mentoring, and evaluating employee performance.

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify for the GS-15, you must have one year of specialized experience equivalent to the GS-14 level in federal service serving as an expert on federal government ethics laws. Examples of specialized experience include: providing advice and guidance on all ethics matters including recusals, conflicts of interest, and the full panoply of applicable ethics laws and regulations; managing an organization’s financial disclosure program; and ensuring agency ethics programs are regulatory compliant.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
