Duties

Help

Serves as a member of the DAS PMO supporting IT Capital Planning and Investment Control (CPIC) activities by providing strategic planning, acquisition strategy, portfolio management, project planning, contract management, and performance measurement for DAS IT investments and initiatives.

Leads acquisition activities in support of DAS IT initiatives including developing and executing acquisition strategies, developing solicitations and statements of work, and evaluating IT products and services.

Serves as contracting officer's representative (COR) for a large, complex portfolio of contracts in support of DAS operations; duties include administering contracts, overseeing service delivery, and assisting the contracting officer.

Works with stakeholders at various levels to define business and technical requirements, translating and presenting complex technical information to nontechnical audiences.

Develops budget estimates for new initiatives; and recommends the allocation of resources based on proposed costs and expenses.

Monitors contractor performance and compliance with agency and Federal requirements including ensuring work to be performed falls within contract scope, monitoring planned versus actual work performed, conducting monthly program management reviews, reviewing progress reports, and completing contract performance assessment ratings (CPARs).

Performs contract financial management including monitoring planned versus actual costs, reviewing and approving monthly financial reports and invoices, reviewing cost estimates, reconciling obligations and expenditures, and working with contractor to address any issues pertaining to cost such as cost overruns or invoice discrepancies.

Analyzes the impacts of budgetary guidance from DAS management; directs, reviews and documents the impact of project budget variances, both increases and reductions, to facilitate the efficient prioritization and allocation of funds; estimates future financial requirements by maintaining an inventory of planned, but unfunded initiatives; and performs special analysis projects for DAS management.

Develops and maintains effective working relationships with program stakeholders and supports their needs by continually anticipating and assessing their current and future needs, and amicably resolving competing or conflicting interests.

Serves as back up for other members of the DAS PMO and performs tasks in support of their contracts and projects as needed.

Develops and applies quantitative and qualitative criteria to assess the quality, effectiveness, and efficiency of DAS operations and services. Applies an understanding of DAS business drivers and organizational relationships to identify critical interrelationships and assess their impact on long and short-term goals and objectives. Recommends new processes, systems, or policies to enhance organizational performance. Reviews resources deployed to support operations and recommends adjustments to optimize use of funds and staff.

Qualifications

To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in Federal service. Specialized experience is experience in performing acquisition management, strategic planning, portfolio management, planning, contract management, and performance assessment and evaluation related to projects and contracts; developing and applying quantitative and qualitative criteria to evaluate the quality, effectiveness, and efficiency of organizational operations and services; developing and recommending resource allocation for major projects and programs; and overseeing project operations.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
