Duties

Help

The primary purpose of this position is to serve as a senior program manager with responsibility for developing and documenting all policies and procedures for effective and consistent GRFP program management, ensuring its alignment with NSF; actively represents DGE in NSF-wide committees and deliberations as a technical operation expert in the field. The position includes the following duties and responsibilities:

  • Coordinates work with other NSF teams, including DIS, DAS, BFA, & OIA.
  • Oversees internal and external GRFP contractor teams.
  • Coordinates with business partners in achieving program goals.
  • Coordinates transitions for GRFP permanent and temporary Program Directors.
  • Leads operations planning in accordance with program goals and ensuring execution of the plan in accordance with clearly communicated objectives.
  • Maps business outcomes to Information Technology (IT) planning initiatives and ensuring alignment with NSF program goals.
  • Leads GRFP risk management activities to identify, asses, and mitigate program risks including strategic, compliance, financial, reputation and operational, (including IT) issues.
  • Performs data analysis to support program goals and in response to stakeholder inquiries.
  • Serves as Contracting Officer Representative (COR) for the GRFP project management office contract (a $900,000 contract managing 1.5 FTE contractor at the time of this announcement).
  • Serves as Contracting Officer’s Technical Representative (COTR) for the GRFP competition contract, (a multi-million dollar contract managing 7 FTE contractor at the time of this announcement) that services the core program goal to steward a competitive fellowship award process in accordance with NSF merit review criteria.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the Federal Service.  Specialized experience includes: designing, developing, analyzing, documenting, managing and implementing research or related activities; performing a wide variety of analytical oversight of management improvement, productivity improvement, management controls, long-range planning, and risk management.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
