Summary

This position serves as a senior Technical Advisor within the Office of the Assistant Secretary and Chief Information Officer (CIO), Office of Information and Technology (OIT). The incumbent serves as the senior strategic technical advisor to the Principal Deputy Assistant Secretary (PDAS), OIT to provide technical advice and strategic planning, policies, recommendations, and guidance for major Department-wide IT programs.

Physical Requirements: The work is primarily sedentary during the planning/preparation phase. The work may require walking and standing for prolong periods in conjunction with travel and at the onsite assessment location.

Major Duties:

  • Provides strategic technical direction for major VA IT programs to include synchronizing the efforts and input of internal and external technical experts and stakeholders.
  • Assesses and provides strategic technical direction across VA on IT personnel, budget, infrastructure, policy enforcement, and cybersecurity and/or other resource requirements.
  • Provides oversight to ensure program/project work is aligned to federal regulations and the direction and priorities of the Assistant Secretary/CIO and the Secretary as well as the strategic view developed by the CIO.
  • Serves as the primary point of contact for unexpected issues that arise within the organization.
  • Reviews the work of six OIT organizational pillars executing against the $4.2B VA IT Appropriation with over 15,000 employees and contractors. Ensures CIO goals, objectives, activities, and task are being met as intended and within the bounds of the established schedule.

Qualifications

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

AND

Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience applying IT applications, budget, infrastructure, policy enforcement, and management principles within the context of a large, nationwide IT enterprise or agency.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
