Summary

This position is located in the Department of Defense Office of Inspector General (DoD OIG), located within the Deputy Inspector General for Evaluations, Program, COCOM, and Overseas Contingency Operations (OCO) Division. In this position, you will serve as an Evaluator under the Program Director and will be responsible to perform broad and complex assignments for the Program, COCOM, and OCO division.

Duties

Help
  • Identifies cross-outlining medical issues with national security or similar level of priority with a primary focus on Southwest Asia and other global contingency operations.
  • Evaluates medical plans, operations and readiness for in-garrison and deployed environments.
  • Directs the preparations of or prepares project plans, defining objectives, scope, methodologies, information to be gathered and analyzed and required resources.
  • Directs implementation of plans, ensuring adherence to timelines, procedures and objectives, with minimal effect on ongoing military operations.
  • Oversees the preparation of final reports of assessment findings, ensuring the inclusion of supporting documentation and recommendations for short and long-term corrective action.
  • Responsible for entrance and exit conferences with clients to explain evaluation objectives and conclusions.
  • Establishes and maintains liaison with officials of DoD, other Federal agencies, on-site military command and civilian officials as needed for evaluation of health services and force protection.
  • Maintains awareness of program issues and procedures within area of responsibility; analyzes best practices, trends, problems, and deficiencies and incorporates into evaluation planning and processes.

  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.

Qualifications

Specialized Experience GS-14: You must have at least 52 weeks of specialized experience at the GS-13 grade level in the Federal service or at an equivalent level. Specialized experience is defined as: 1) Knowledge of and skills in, applying quantitative and qualitative evaluation methodologies, identifying strategic operational and tactical problems, and in recommending effective and feasible immediate and longer-term corrective actions to conduct assessments and effect change. 2) Experience in Military Health System knowledge, including force development planning, medical logistics, command and control and medical intelligence 3) Experience with military medical deliberate and contingency planning for health service support of services, joint and coalition expeditionary operations to conduct assessments of these areas. 4) Experience in implementing military force health protection doctrine in garrison and in deployed environments.
