Duties

Help

The primary purpose of this position is to develop external written and oral communications to inform the public about complex scientific matters in an understandable and interesting way.  Specifically:

  • Independently initiates, creates, writes and edits materials on complicated science, technology, engineering, and mathematics (STEM) subjects.
  • Interprets complex research activities and results to assure complete understanding of the subject; chooses language appropriate for the target audience; and, analyzes complex science facts, and research findings.
  • Exercises discretion, and sound judgment to handle sensitive subjects to avoid misinterpretation of research goals or results.
  • Interviews subject matter experts for position papers, communication products and reports on all aspects of research and education; synthesizes and clarifies complex, technical information to be shared with a variety of audiences; creates communications that reflect specific research and development activities; and identifying opportunities to advance the NSF mission.
  • Develops and revises digital content to include web, press releases, video and research blogs.
  • Works in close collaboration with OLPA management team on a variety of projects.
  • Collaborates with scientists and researchers to improve public relations and technical information products and services.
  • Tracks status and performs research as needed to keep the Head of OLPA and other leadership informed of progress, milestones, or activities warranting additional attention.
  • Advises and assists the NSF in preparing materials for publication or presentation.
  • Tracks measurements to ensure relevancy, consistency of messaging, readability and understanding across multiple networks.
  • Collects and analyzes quantitative and qualitative input from many sources to support development and review of program initiatives. Assesses the degree to which work products contribute to the success NSF mission activities.

Qualifications

To qualify at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in Federal service. Specialized experience is defined as experience developing original technical written products that articulate and explain scientific or technical research findings or information, including products, such as: papers, articles, speeches, reports of agency achievements, testimony, research findings, etc. tailored to specific audiences; cultivating reliable information sources within the scientific community; analyzing data to create reports and STEM presentation materials; and have developed campaigns for a scientific funding organization. 

In addition to meeting the specialized experience requirement described above, all candidates must meet the following selective factor.  Candidates who do not show in their resume that they meet the selective factor will not receive consideration for the position.

Selective Factor:  I have demonstrated experience writing complex scientific findings in all areas of science to include: biological sciences, computer and information science, education, engineering, geosciences, mathematical and physical sciences, and social, behavior and economic sciences for a variety of audiences.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.
