Duties

Help
  • Trains managers and HR staff on availability and use of a full range of recruitment flexibilities such as veteran's authorities, direct hire, and agency or bureau specific authorities.
  • Conducts or assists managers in conducting job analysis on a wide variety of complex positions by analyzing the knowledge, skills and abilities (KS As) required to perform stated work requirements.
  • Analyzes, interprets, and evaluates basic HR policies, procedures, regulations, and a wide variety of pertinent subject-matter related to recruitment and placement.
  • Develops recruitment strategies to address specific resource or program needs.
  • Advises management and junior HR staff on capabilities and use of automated systems, recommending innovative methods and strategies to address staffing problems related to job turnover, workforce planning, etc.

  • Temporary promotion will be for a period not-to-exceed 13 months. May be extended without further competition; however it may not exceed a total of five (5) years.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

You must possess one (1) full year of specialized experience at or equivalent to the GS-11 grade level in the Federal service that includes performing the following duties: providing advice to managers, supervisors and employees in difficult and complex recruitment and placement actions; providing consultation on requirements/ eligibility for special hiring authorities; announcing vacancies through a merit promotion program, delegated examining authority; using different automated personnel and payroll systems; determining rates of pay including but not limited to: highest previous rate, special salary rates, retained grade, pay schedule changes, the use of pay incentives; and, researching and writing explanations or responses to inquiries on staffing and pay compensation questions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Travel, per diem, and lodging will not be paid. All travel and lodging expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.

This is a not-to-exceed 13 months detail/temporary promotion assignment. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record.
