Summary

A successful candidate in this position leads a 7-person multi-disciplinary team of federal engineers and contractors responsible for negotiating, managing, and overseeing stockpile requirements and the integration of weapon program in conjunction with the Department of Defense.  Responsibilities include the execution of the activities across the NNSA required for the production, maintenance, repair, and surveillance of assigned submarine-launched ballistic missile nuclear warheads.

Duties

Help

As a General Engineer/Physical Science Team Lead, you will:

  • Monitor day to day performance to ensure contract requirement compliance; and cost and schedule performance against plans based on contractor-provided data. Review contractor provided management indicators and metrics as well as those a government's project office generates.
  • Develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of programs, review programs, operations, plans, schedules, and direction accomplishment and execution.
  • Represent the ballistic missile weapons program at the division level, and higher as necessary. Assign tasks to team members and ensures program activities are well managed, prioritized, and executed in accordance with division and NA-10 priorities and in support of team goals, options, and initiatives.
  • Develop, review, and recommend changes in strategic or long-range budget and program plans and/or NNSA/DOE policy, standards, and regulatory guidance.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., EN-03/NN-03 or GS-13.

Specialized experience for this position is defined as: Applying professional engineering or physical sciences concepts, theories, and practices to plan, execute, and field new systems or system modifications that meet safety, quality, operational, and technical requirements within time and budget constraints while working in a multi-disciplinary teaming environment.  Examples of this type of experience include:

  1. Demonstrated experience leading multi-disciplinary technical personnel in the resolution of mechanical, electrical, industrial, and/or nuclear engineering issues.
  2. Demonstrated experience in the roles, responsibilities, and interrelationships of design and production plants to implement the weapons activities necessary to meet the goals and objectives of a program.
  3. Demonstrated experience in weapon program workload commitment, including the allocation of funds, to support all approved planned activities and in the day-to-day resolution of design, production and logistical issues.
  4. Demonstrated experience interfacing with senior program and organizational leadership to ensure clear understanding of programmatic commitments and performance status.
  5. Demonstrated experience with planning, programming, budgeting and execution (PPBE) system to include developing long-term budgets and advocating for the required resources.
  6. Demonstrated experience in any of the following weapons development disciplines: design, development, qualification, reliability, producibility, requirements development, systems engineering, leadership reviews, fielding for operations, financial management, and schedule development.

  1. Demonstrated knowledge working across multiple government agencies with the understanding of Nuclear weapon security policies and the technical and legal basis underpinning the policies.
  2. Mastery of, and skill in applying general engineering theories, concepts, principles, and practices and/or advanced professional knowledge of analytical chemistry and measurement science sufficient to identify significant issues with implementation of technical programs at national laboratories and plants, evaluate proposed corrective actions, and propose technical approaches to address operational challenges.
  3. Knowledge of business and organizational management principles, and practices and techniques sufficient to lead an assigned team in efforts that contribute to the accomplishment of the strategic and operational goals of the organization.
  4. Mastery knowledge of nuclear weapons security architectures, and technologies and assessment methodologies.

Education

801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
