Summary

The incumbent of this position serves as the Office of Inspections, Management and Program Analyst, within the Office of Inspector General (OIG), for the U.S. Department of State. OIG has statutory oversight responsibility covering the Department and U.S. Agency for Global Media (USAGM). Management analyst is responsible for planning and conducting compliance analysis of the Department, USAGM.

Duties

Help

The incumbent is assigned a broad portfolio of inspection reports containing recommendations related to public diplomacy, consular affairs, management, political and economic affairs, and executive direction.

-- reviews, analyzes, and reports on the adequacy of compliance responses from a bureau, embassy, or other Departmental entity to the recommendations and corrective actions as the result of an ISP inspection. For those recommendations where there is disagreement between OIG and the inspected entity, the incumbent prepares an analysis of whether the issue warrants impasse proceedings.

-- serves as a team member on CFRs, conducting on-site assessments of bureau or post actions to comply with recommendations. He/she conducts major segments of CFRs as assigned by the team leader.

-- identifies and implements enhancements to the existing inspection compliance process.

-- conducts reviews and prepares analyses of trends noted in inspection reports or identified through the compliance process. Advises ISP senior management on both technical and management issues related to compliance matters that may include existing or proposed OIG or Department policies. Provides input into reviews of existing and/or proposed OIG or Departmental policies related to compliance.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-09 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.                     

Qualifying specialized experience must demonstrate the following:

- Experience in evaluating and interpreting policies, standards, directives, and other guidance.

-Experience communicating effectively orally and written.

-Experience in using evaluations and analysis methodology.

-Experience in exercising judgment in selecting guidelines to complete assignments related to compliance issues. 

OR

  1. Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. from an accredited college or university.  This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;

    OR

    C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-07 level in the Federal Service.  This experience and education together meets 100% of the qualification requirements for this position.

    Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.  Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study).  The percentage of specialized work experience and the percentage of graduate study must total at least 100%

- Experience with inspection related issues and practices within the Department of State (DOS).            

- Experience in evaluating and interpreting policies, standards, directives, and other guidance.                                                                            

- Experience in using evaluations and analysis methodology.

-Experience in exercising judgment in selecting guidelines to complete assignments related to compliance issues.

-Experience in applying wide range of qualitative and quantitative methods for assessment and improvement of program effectiveness.

-Experience communicating effectively orally and written.

OR

  1. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university. OR
  2. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service.  This experience and education together meets 100% of the qualification requirements for this position.

- Experince in exercising judgment in selecting guideline to complete assignments related to compliance issues.
