As the Office of Inspector General (OIG) for the U.S. Department of Housing and Urban Development (HUD), we remain an independent and objective organization, conducting and supervising audits, evaluations, and investigations relating to the Department's programs and operations. We promote economy, efficiency, and effectiveness in these programs and operations as we also strive to prevent and detect fraud, abuse, and mismanagement. As a Management Analyst, you will:

  • Play a key role in the development of HUD OIG’s strategic plan, to be published every 4 years.
  • Assist with the development of measures that will ensure achievement of goals while prioritizing outcomes over outputs.
  • Develop instructional manuals, operating policies, procedures, and directives to ensure programs are effective and efficient.
  • Provide executive level direction on critical agency programs and provide feasible recommendations on improving agency operations or sustaining effective programs.
  • Play a key role in the development and drafting of the content for the HUD OIG annual performance plan and performance report and work closely with the Human Capital Management Division (HCMD) to develop the final reports.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. 

Specialized experience:  For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

  • Serving as an advisor to the agency and playing a key role in the process of drafting high-level strategic and performance documents that are published externally and comply with Government Performance and Results Act Modernization Act of 2010 (GPRAMA); AND
  • Contributing to and leading large projects and gaining consensus; AND
  • Executing program management duties to analyze organizational methods, procedures, and processes; AND
  • Communicating orally and in writing to all levels of staff and management.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Playing a role in the drafting of high-level strategic and performance documents that are published externally and comply with Government Performance and Results Act Modernization Act of 2010 (GPRAMA); AND
  • Contributing to and leading large projects and gaining consensus; AND
  • Executing program management duties to analyze organizational methods, procedures, and processes; AND

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- Public Trust – Background Investigation will be required.

- Pass a detailed background investigation.
- Be willing to travel.
