This position is located in Office of Special Education and Rehabilitative Services (OSERS), Rehabilitation Services Administration (RSA), State Monitoring and Program Improvement Division (SMPID) in Washington, DC. The Rehabilitation Services Administration (RSA), State Monitoring and Program Improvement Division is responsible for reviewing and approval of State Plans, monitoring, and the provision of technical assistance to five RSA's formula grant programs.

As a Vocational Rehabilitation Program Specialist, GS-0101-13, you will be responsible for the following:
Develops and interprets new regulations and advises State agencies on their compliance efforts;

Assures that assigned State VR agencies and other grantees operate in conformity and compliance with applicable federal laws, regulations and policies related to the Rehabilitation Act, the Workforce Innovation and Opportunity Act (WIOA), and the Randolph-Sheppard Act.


Serves on State teams and national policy workgroups to develop  recommendations for national program policies and guidelines and plays a major role in the identification of goals and objectives, issue development, and evaluation in particular area of expertise; identifies areas of policy deficiency or conflict;


Serves as a State liaison (i.e., point-of-contact) for grantees in one or more States.

Leads and participates in monitoring activities for VR program grantees, as well as other grantees administered by SMPID, assigned to his or her State team, including the planning of monitoring activities, the gathering and review of information, the analysis of data, the conduct of teleconferences in preparation for on-site  monitoring reviews, the development of monitoring agendas, the conduct of on-site monitoring sessions, the development of draft and final monitoring reports, and the review and approval of corrective action plans.

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-13, if you possess the specialized experience below.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing at least two (2) out of the three (3) of the following duties or work assignments:

1. Experience in the implementation of programs and policies, including analysis and evaluation of performance, obtained through employment in a state vocational rehabilitation agency, a Client Assistance Program or protection and advocacy system, participation on a State Rehabilitation Council, or employment in a related rehabilitation  service provider in the implementation of programs and policies.

2. Experience presenting at conferences on a vocational rehabilitation (VR) or related program to disseminate information on programs impacting people with disabilities.


3. Experience working with or drafting policy for programs authorized under Titles I, V, VI, and VII of the Rehabilitation Act of 1973, as amended.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of evaluation techniques and methods of compliance monitoring, in order to assess and evaluate the quality and effectiveness of State VR agency and other grantee performance, and to assist with corrective actions and program improvements within the scope of federal requirements.


2. Knowledge of federal and State vocational rehabilitation and employment statutes, including the Rehabilitation Act, WIOA and Randolph-Sheppard Act.  

3. Knowledge of mediation skills and techniques that can be used to achieve satisfactory resolution to disagreements, applicability and/or conflicting interpretations of the Rehabilitation Act and other federal laws and regulations which pertain to the rehabilitation and employment needs of people with disabilities.


4. Ability to communicate complex information from multiple sources both orally and in writing, through cohesive, concise, and accurate presentations using well-organized and grammatically correct materials tailored to the audience’s needs, and technology, in a professional, clear and engaging manner.

5.  Ability to function independently in a multi-task environment as a member of both a functional unit and State team, demonstrating collaboration, leadership and flexibility when addressing complex assignments involving the delivery of high-quality products and technical assistance consistent with statutory, regulatory and policy interpretation.

Education

Applicants must meet both the specialized experience and basic education requirements. 

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Telework: During the current period of mandatory telework required by the Agency’s COVID-19 response, telework will be mandatory.  When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations.  Telework days and any required waiting period for eligibility will be determined at that time.

Bargaining Unit: This position is included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1.    Eligibility and Minimum Qualifications
Once the vacancy announcement closes, we will review your submitted resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. You will be rated as ineligible if you are outside of the area of consideration (i.e., who may apply) or your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements.

2.    Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. (The occupational questionnaire is the list of questions in the automated system that you will have an opportunity to answer once you apply for the position).  

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

3.    Referral and Selection
