Summary

The incumbent of this position serves as an Writer-Editor in the Audit Operations, Quality and Compliance Division in the Office of Audits (AUD/AOQC), Office of Inspector General (OIG), of the U.S. Department of State (Department). OIG has statutory oversight responsibility covering the Department and the U.S. Agency for Global Media (USAGM). This oversight responsibility includes conducting and reporting on audits, inspections, and investigations of all overseas and domestic organizations.

Duties

This position is a Excepted Service appointment in the Office of Inspector General delegated authority 5 USC 3161 temporary position NTE 5 years.  This position may be terminated at any time.

As a Writer-Editor under the broad direction of the Division Director or designated Quality Assurance Manager, the incumbents’ duties and responsibilities may include the following:

  • Reviews, edits, and improves complex reports detailing audit results, including findings, conclusions, and recommendations written by audit staff.
  • Reviews each section of the report against OIG’s standards for material included in the Semi-annual report to Congress.
  • Reviews and edits report transmittal that are sent with the reports to Congressional, Senior Department, and USAGM officials
  • Ensures that substantive facts, issues, conclusions, and recommendations are presented and discussed in appropriate manner and improves final copy.
  • Reviews and edits draft material in terms of substance, format, consistency, grammar, punctuation, and sentence and paragraph structure.
  • Offers advice on proposed structure of the reports and documents to be prepared on early drafts.
  • Prepares for electronic and print dissemination material representing the work of OIG.
  • Prepares guidance on formatting, organization of reports, grammar principles, and other issues and uses guide to do informal and formal training of Audit staff on writing standards.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

If applying to the GS-12 position: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience in using electronic communication equipment to produce content and finished products.
  • Experience in using English language to effectively write and edit analytical material for presentation.
  • Experience in analyzing, interrupting and integrating information in a variety of formats such as graphs, tables, databases and spreadsheets.
  • Experience in using accepted publication practices and precedents in order to carry out specific writing and editing assignments.

There is no substitute of education for specialized experience for the GS-12 position.

If Applying to the GS-13 position: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience in using electronic communication equipment to produce content and finished products.
  • Experience in using English language to effectively write and edit analytical material for presentation.
  • Experience in analyzing, interrupting and integrating information in a variety of formats such as graphs, tables, databases and spreadsheets.
  • Experience in developing new approaches or sources of information in order to plan and complete written assignments.

There is no substitute of education for specialized experience for the GS-13 position.
