About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)). The DHA ACQ Demo workforce is responsible for management and performance of Military Health Systems (MHS) Acquisition Programs within the DHA, Federal Health Electronic Records Modernization (FEHRM) office, Program Executive Office or Program Management Offices.

Duties

Help
  • Serves as Supervisory Cyber Security, Assistant Program Manager and technical advisor for various ACAT I, II and/or III programs.
  • Ensures the cybersecurity of Military Health System (MHS) information systems (ISs) throughout their life cycle.
  • Collaborates closely with the Assistant Program Manager for Systems Engineering, systems engineers, software developers, testers, and participating product managers.
  • Ensures that the systems meet information security requirements necessary to secure the confidentiality, integrity, and availability of personally identifiable and sensitive protected health information.
  • Represents MHS and DHA Cybersecurity on Federal and DoD cybersecurity working groups, integrated product teams, and data sharing initiatives.
  • Exercises the full range of supervisory authority regarding assignment of projects and tasks.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a TOP Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is designated as a Critical Acquisition Position (CAP). As a CAP, the incumbent will be required to sign a Tenure Agreement which requires the incumbent to remain in this position for a minimum of 3 years.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Career Field in INFORMATION TECHNOLOGY, SENIOR LEVEL III is required. Selectee must achieve certification within 24 months of appointment.
  • This is an Information Assurance Workforce position. Selectee must meet position requirements for certification in Information Assurance Management (IAM-III) within 6 months or less of entrance on duty.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Basic Requirement for Supervisory It Cybersecurity Program Manager, NH-04:

Specialized and Other Experience: One year of specialized experience which includes Leading and/or managing cybersecurity Integrated Product Team (IPT) and/or organization; AND investigating cyber incidents, performing assessments of systems and/or networks within the network environment; AND analyzing data collected from a variety of cyber defense tools; AND conducting strategic and/or operational effectiveness assessments as required for cyber events; AND leading IT-related projects or programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
