ADDITIONAL INFORMATION: The counsel serves as chief legal counsel and legal advisor to the Inspector General and senior staff on legal issues, integration, and interpretation of new and emerging authorities and Agency responsibilities under anticipated and current authorities. The counsel analyzes documentation and determination of sufficiency, ensuring appropriate OIG staff coordination on documentation and verification requirements. The Inspector General (OIG) Chief Legal Officer provides expert, authoritative legal advice and representation in furtherance of NGA' s mission and OIG's oversight responsibilities in compliance with applicable laws, in addition to supervising other OIG legal officers. The IG Chief Legal Officer provides leadership and independent, authoritative guidance, interpretations, and recommendations concerning legal strategy. The counsel advises on OIG legal effort priorities. The Chief Legal Officer serves as the whistleblower coordinator for NGA OIG. The officer directs final legal aspects regarding facts, legal authorities, OIG legal opinions, and OIG counsel positions. At the senior officer level, the Chief Legal Officer develops and maintains professional networks across the legal and OIG community and represents the IG on legal matters with other agencies, law enforcement agencies, US Attorney Offices, Department of Justice, DoD, IC entities, and Agency Seniors. The Chief Legal Officer acts as the OIG legal liaison with other legal entities. The Chief Legal Officer provides expert, authoritative legal advice, and representation in furtherance of NGA's mission and OIG oversight responsibilities in compliance with applicable laws. The Chief Legal Officer provides leadership and independent, authoritative, guidance, interpretations, and recommendations concerning legal strategy. The officer directs and prioritizes efforts to ascertain facts, analyze issues, apply legal authorities, render opinions, and advocate Agency and OIG positions. OIG Attorneys develop and maintain professional networks with others within the office, the Agency, the Intelligence Community (IC), and the U.S. Government. The Chief Legal Officer performs legal research and writing, counsels clients, and coordinates between OIG and the Office of General Counsel (OGC) on legal matters. The Chief Legal Officer reviews and provides legal advice and concurrence on audit, inspection, and investigation reports, Freedom of Information Act (FOIA) and Privacy Act responses.

Security Clearance and Access Level: This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Joint Duty Credit: All NGA executive level positions require Joint Duty credit. Employees will receive joint duty credit a majority of service or rotational assignments that were at least at the GS/GG-11 or DCIPS Pay Band 3 level, and generally for at least one year, or for 179 days or more when deployed to a designated combat zone on or after September 11, 2001. Note: Applicants without Joint Duty credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment or provide proof of Joint Duty qualifying experience.

Qualifications

Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. The successful applicants will be distinguished from other applicants by a review of the following Office of Personnel Management (OPM) Executive Core Qualifications (ECQs), the Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) Standard, and the Technical Qualifications.
