About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)). Duties

Help
  • Responsible for management of cost, schedule, and performance of Military Health Systems Acquisition Programs within the Defense Health Agency, Program Executive Office or Program Management Office.
  • Plans, analyzes, and reviews major programs associated with the acquisition of capabilities involving information technology, services, medical devices, pharmaceuticals, facilities, etc., within the Military Health System (MHS).
  • Develops, coordinates, and monitors testing, implementation, and deployment plans.
  • Conducts pre-implementation evaluations of existing systems to determine cost, configuration compliance, performance, adequacy, and assess potential problems.
  • Applies an extensive knowledge of different functional programs and program planning, evaluation, analysis and budgeting techniques.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Career Field in Program Management, Level III is required. Selectee must achieve certification within 24 months of appointment.
  • This position is designated as a Critical Acquisition Position (CAP). As a CAP, the incumbent will be required to sign a Tenure Agreement which requires the incumbent to remain in this position for a minimum of 3 years.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: applying program management principles directly related to the planning, preparing of budget estimates, project scope requirements, or schedule; AND planning or managing acquisition programs or project efforts; AND recommending changes to enhance acquisition programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
