About the Position: The U.S. Army Corps of Engineers, North Atlantic Division office is located at Fort Hamilton in Brooklyn, New York. You will work under the general administrative supervision of the Chief, Program Support Division and the programmatic and technical oversight of the Realty Officer. In this role you will serve as the Regional Program Manager with responsibility for the Joint Recruiting Facilities Program and the Leased Government Housing Program.

Duties

Help
  • Apply various real estate policies and standards to ensure real assets are acquired or disposed in compliance with established rules.
  • Develop new policies to address revised guidelines and regulatory issues.
  • Update higher officials on the status of long and short-term real property projects.
  • Communicate to various stakeholders on policies and procedures regarding realty programs.
  • Utilize various means to conduct performance metrics to measure deviations between stated objectives and actual accomplishments.

  • This position requires the incumbent to obtain and maintain, or possess a valid, state-issued motor vehicle driver's license.
  • This position requires the submission of a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 12/2011), Executive Branch Personnel Confidential Disclosure report, upon entering the position and annually thereafter.
  • This position requires travel away from the worksite (TDY) to other duty locations approximately 40% of the time.
  • This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
  • This is an Army Acquisition and Technology Workforce position completion of Level III certification in Facilities Engineering must be achieved within 24 months upon entrance in this position.
  • Appointment to this position may be subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Managing the real estate acquisition and disposal of real property interests; (2) Extending or modifying existing realty methods and practices for application to meet complex leasing requirements; (3) Performing quality assurance of real estate programs to recommend policy or procedural changes and/or budgetary requirements; AND (4) Monitoring the process of notifying local and congressional officials regarding the change in, elimination of or creation of a recruiting station. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
