50% or less - Travel may be required to attend meetings, training, project work, coordinate with states and partners on annual and long-term plans, etc. Traveling 5 or more days a month for meetings, coordination, and training. In addition, up to 30 days a year may involve overnight stays.

Duties listed below are at the full performance level:
The incumbent serves as a Director for the full breadth of programs in State and Private Forestry.
The incumbent is responsible for leadership; formulating Regional policy, standards, procedures, and direction; coordinating and integrating programs and activities.
In addition, responsible for providing technical expertise and signatory authority for grants/agreements; and supervising staff.
Implements components of the Cooperative Forestry Assistance Act of 1978, as amended, including Biomass Utilization, Community Forest and Open Space Conservation.
Implements additional components of the Cooperative Forestry Assistance Act of 1978 including Economic Action, Forest Health Protection, Forest Legacy, Forest Stewardship, and Urban and Community Forestry.
Serves as a full member of the Regional Office Management Leadership Team in working with the Regional Forester, other Regional Office Deputy Regional Foresters, Unit Leaders, and members of regional teams.
Serves as members of the above mentioned teams in formulating, promulgating, and effectuating policies and programs of Regional scope and significance for the management of administrative programs.
Leads, coaches, and coordinates with others a large variety of issues to achieve effective and efficient management, ensure a creative learning work environment, and provide measurable, quality service to the public and internal customers.
Directs inspection oversight and review activities for the purpose of maintaining surveillance compliance with overall program implementation and progress and ascertaining conformity with policies and program objectives.
Participates with Research Directors, Regional Foresters, State Foresters, Federal land management agencies, and a variety of partners to obtain a modern and effective approach to delivery of administrative services.
Cooperates with research organizations to point out areas where improved or new administrative methods and techniques.
The above input results in increased effectiveness of efficiency of protection, management, and processing and to develop methods to transfer technology, science results, and recommendations to applicable entities.
Represents the Regional Forester in meetings, conferences and negotiations with other Federal and State agencies and with non-Governmental organizations and partners; commits the agency to a course of action on controversial administrative matters.
Responsible for contacting customers to solicit feedback on performance and suggestions for how quality and service can be improved. Knowledgeable of National and local customer service standards and how these standards support the agency mission.

Basic Requirement:
Degree: Successful completion of a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Successful completion of a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.
OR
Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

Specialized Experience Requirement:
For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Examples that demonstrate specialized experience include any two of the following: 1) Provided leadership in executing interdisciplinary forest management and/or natural resource management policies that included recommendations for National Forests, state Forests, private forests, forest and range research program areas, or a non-governmental organization focused on public land management, including preparation of detailed reports, briefings, and presentations to inform organizational leaders about field performance, policy issues, and accomplishments. 2) Participated with a variety of partners such as research directors and regional foresters, state foresters, private foresters, non-governmental organization leadership, Federal or state land management agencies to deliver forest management and/or natural resource management programs including administrative services in managing forests and/or natural resources. 3) Assisted with coordinating on a multi-state, regional, and/or national level with partners on policies, strategies, and priorities for implementation and monitoring of programs and activities focusing on land and resource management.
For the GS-15: You must have one year specialized experience equivalent to the GS-14 in the Federal service. Examples that demonstrate specialized experience include any two of the following: 1) Provided guidance/leadership in formulation and executing integrated forest management and/or natural resource management policies that included recommendations for National Forests, state forests, private forests, forest and range research program areas, or a non-governmental organization focused on public land management, including preparation of detailed reports, briefings, and presentations informing organizational leaders about field performance, policy issues, and alternative approaches for improving forest management and/or natural resource management effectiveness and program delivery. 2) Collaborated with a variety of partners such as research directors and regional foresters, state foresters, private foresters, non-governmental organization leadership, Federal or state land management agencies to deliver forest management and/or natural resource management programs including administrative services in managing forests and/or natural resources. 3) Coordinated on a multi-state, regional, and/or national level with partners on policies, strategies, and priorities for implementation and monitoring of programs and activities focusing on land and resource management.

One position is being filled with a duty station in a Forest Service Office in either Anchorage, AK, Juneau, AK or Portland, OR.
Employee new to the Federal service will start at step 1 of grade level selected.
If selected for a position located in Anchorage, AK or Juneau, AK, applicant may be eligible for cost of living allowance (COLA) in addition to base salary. COLA rates may be found at here. This allowance is subject to annual review, adjustment and grade decrease.
If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed.
