Duties

Help
  • Assure that budget, financial requirements and/or supporting technologies are sufficient to meet an organization?s or project's short and longer term milestones and/or objectives.
  • Recommend the distribution of annual program funding to subordinate units and program priorities for a resource management program.
  • Provide program oversight of comprehensive management programs, such as development, management and/or protection of resources, for an assigned location.
  • Lead a management team coordinating program goals and priorities for activities on a unit or multiple units.
  • Direct a major organizational unit with responsibility for managing human, acquisition, and/or information resources to accomplish the work.
  • Responsible for resolving program issues and/or controversial problems in reaching final agreements.
  • Establish long-range work plans and schedules toward meeting an organization?s vision, mission, and/or goals.
  • Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit?s work.
  • Perform administrative and human resources management functions for the unit such as providing advice, counsel or instruction on both administrative and work matters.
  • Foster an inclusive workplace where diversity and individual differences are leveraged to achieve the vision and mission of the organization.
  • Promote an inclusive work environment that is free from all types of discrimination.

Qualifications

Specialized Experience Requirement:

For the GS-15: You must have one year specialized experience equivalent to the GS-14 in the Federal service. Specialized Experience is defined as one or more of the following: Provided expert counsel to higher organizational levels concerning regional or state-wide natural resource program issues and their current and anticipated effects; exercised direct program responsibilities that included regional or state-wide program development, planning, budgeting, and identifying workforce and organizational needs to establish and meet priorities; and/or developed and sustained relationships with external partners, members of the public, state or federal agencies, and tribal governments, to anticipate and resolve natural resource management conflicts and issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

  • Shasta-Trinity National Forest, located in Redding, Ca.

When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary or term employees of federal land management agencies opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
This position is eligible for telework and other flexible work arrangements.

Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of
their probationary period.
