Summary

The Office of the Special Inspector General for Pandemic Recovery (SIGPR) was established under the CARES Act which was enacted in response to the COVID-19 national emergency. SIGPR conducts, supervises and coordinates any audits and investigations of loans, loan guarantees and other investments made by the Secretary of the Treasury under any program established and managed under the Act. Through the CARES Act, SIGPR has been funded for 5 years. At which time the agency may be terminated.

The following are the duties of this Public Affairs Specialist position at the GS-12 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Screen and process inquiries from the public and the media, working with the Communications Director and others as appropriate to ensure that responses are provided in a timely manner in accordance with SIGPR policy, procedure, and applicable law. On a regular basis, monitor the SIGPR communications inbox for inquiries and assesses each inquiry, handling inquiries that do not require consultation with the supervisor, and forwarding inquiries that require consultation for further action.
  • Ensure work products are written clearly, logically, concisely, and persuasively for varied audiences. These products may include press releases and talking points for SIGPR senior executives where the incumbent researches, drafts, seeks clearance for, and distributes information based on audit, inspections and evaluations, and investigative work, as assigned.
  • Ensure that appropriate clearances are obtained prior to the public release of SIGPR work products. This may include audit or evaluation reports or public announcements involving investigations.
  • Ensure proper, accurate, and timely distribution of materials to SIGPR staff. Responsible for accurate, and timely creation, production, and distribution of the Office of Communications news monitoring product, ensuring all stories are appropriate in content.
  • Serve as SIGPR’s coordinator for presentations ensuring that presentations and materials to be used align with SIGPR’s branding.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:  For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service

Specialized experience includes:
-Independently writing and editing documents for distribution; AND
-Establishing and maintaining mutual communications between an organization and the general public or targeted audience; AND
-Scheduling activities, including all coordination efforts (specific time and place).

OR
Education:
master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

OR
A combination of education and specialized experience.
A combination of the education and experience listed above in which the percentage of specialized experience and education totals to 100%. (For example: the completion of 50% requirements for the J.D. and 6 months of specialized experience.) Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
 

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:  For the GS-09, you must have been at the GS-07 level for 52 weeks.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
