Duties

Help

This position is located in the NSF Academy within the Division of Human Resource Management, Office of Information and Resource Management.  The primary duties for this position fall in the areas of development and facilitation of workshops. In addition, GS-13 and GS-14 level employees will be expected to manage programs and projects and have a focus on leadership and executive development. The ideal candidate at all levels will also have experience, education and/or interest in working on the broad range of activities as listed below.

  • Individual Development which includes creating and conducting courses and workshops for leadership and employee development, and making that learning accessible to learners through the use of technology.
  • Organizational Development interventions and activities such as facilitating strategic planning conversations, assisting organizations with change management efforts, providing conflict management and teambuilding sessions, etc. You will also be involved in leadership selection processes and programs;coaching and mentoring programs providing a comprehensive training curriculum for the agency.
  • Individual Assessment including development of selection tools, performance plans, benchmarks and rating guides, 360 degree surveys and feedback, competency modeling and competency gap analysis, writing assessments, etc.
  • Organizational Assessment including development and/or administration and interpretation of culture and climate surveys, program and course evaluation, training needs analysis, conducting focus groups and discussions with individuals with a focus on using data to conduct high level qualitative and quantitative statistical analysis to guide change.

Additionally, you will manage and/or contribute to projects, programs and contracts where you will need to partner with others across the Foundation to successfully accomplish your work.

Qualifications

To qualify at the GS-12 level, you must have at least one year of specialized experience, equivalent to GS-11 in the Federal service. Specialized experience for this position is experience involving the application of projects in human resources and independently working on portions of a larger team project with some limited supervision and guidance.  Examples of specialized experience may include working  as part of a team in:

  • The design and implementation of training (face to face or online) or
  • The facilitation of strategic planning sessions, retreats or team interventions.

To qualify at the GS-13 level, you must have at least one year of specialized experience, equivalent to GS-12 in the Federal service.  Specialized experience is experience in carrying out the full range of projects in human resources where you are fully responsible for the soundness and validity of your work, relying on others only periodically for advice or consultation.  Examples of specialized experience may include serving as the  expert in:

  • The design and implementation of training (face to face or online) or
  • The facilitation of strategic planning sessions, retreats or team interventions.

To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal Service. Specialized experience is experience in leading the design and implementation of projects in human resources and having full professional responsibility for your work and the work of others on your team.  Examples of specialized experience may include leading a team to carry out:

  • The design and implementation of training (face to face or online) or
  • The facilitation of strategic planning sessions, retreats or team interventions.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
