Summary

The incumbent serves as a member of the Technical Services Branch in the Federal Highway Administrations (FHWA) Western Federal Lands Highway Division (WFLHD) Office. The incumbent serves as a technical specialist on project-related issues associated with right-of way, utility, surveying and real property within the Federal Lands Highway Program. The incumbent fosters interagency working relationships that result in efficient and effective delivery of Federal Lands projects.

Duties

Help

As a Land Surveyor - Right of Way and Utilities, you will:

  • Serve as technical advisor on right-of-way acquisition, Federal Land Transfers, and utility accommodation activities.
  • Ensure that all work associated with right-of-way & utilities for projects delivered by Western Federal Lands is technically sufficient and in accordance with all applicable laws, regulations, policy and guidance. 
  • Identify, analyze and solve problems related to right-of-way and utilities; distinguishes between relevant and irrelevant information to make logical decisions; provides solutions to individual and organizational problems relating to the area of expertise.
  • Provide professional guidance to survey personnel performing field work to locate boundary evidence and utility locations relative to appropriate control.
  • Establish and implement best practices for accomplishing right-of-way and utilities commitments in support of delivery and construction of WFLHD projects, including Quality Assurance/Quality Control .

The ideal candidate will have knowledge of land ownership laws as well as experience making determinations of the location of property lines and property right, right of way appraisal methods and acquisition procedures and function within a team environment. The ideal candidate will also be able to balance technical & managerial aspects of the position, and estimating and managing schedules for deliverables. CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

TO QUALIFY FOR THE GS-11:

On Education, you must have :

  • Three years of progressively higher level graduate education leading to a Ph.D. degree or
  • Ph.D. or equivalent doctoral degree

OR

On Experience, you must have at least one full year of specialized equal or equivalent GS-09, it must include:

  • Experience in engineering drawings/right of way maps as it relates to acquisition of right of way for federally funded road and highway projects.
  • Experience in conducting preliminary surveys, including aerial control, ground control, topographic, planimetric, bridge site, cadastral, or other data gathering surveys.
  • Experience evaluating the effectiveness of Right of Way (ROW) highway programs, such as providing policy interpretation and technical assistance, or recommending actions to correct inadequacies in procedures and practices for ROW programs and projects.
  • Experience working on multiple projects at various stages of the right of way acquisition and utility accommodation process and knowledge of or experience in applying the 1970 Uniform Act (as amended).

OR

You can also qualify on a combination of higher level graduate education and matching experience. This experience and education must be fully documented in your resume. If using education to qualify, you must provide supporting graduate level transcripts.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Surveying - Knowledge of the concepts, principles, theories, and methods used in the measurement or determination of land boundaries, distances, elevations, areas, angles, and other features of the earth’s surface.
  2. Quality Assurance - Knowledge of the principles, methods, and tools of quality assurance and quality control used to ensure a product fulfills functional requirements and standards.
  3. Contracting - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and administration.
  4. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  5. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

Education

MANDATORY EDUCATIONAL REQUIREMENT

On Education, you must have:

Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

OR

Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.

OR

The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
