Duties

Help

This position will serve as a Contract Specialist, responsible for the procurement of complex supplies, equipment and services. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Analyzing the requirements, recommends revisions to the performance work statement, statement of work, statement of objectives or specifications, as necessary and decides on the type of contract, milestones and procurement plan.
  • Conducting pre-bid/proposal conferences with prospective offers to arrive at a clear, mutual understanding of the requirements of the proposed contract.
  • Monitoring contract administration on the most complex contracts until final delivery and ensure payments are completed and that the contract is closed and retired.
  • Preparing agency position on protests and disputes and renders or recommends to the contracting officer's final decision on claims arising out of contracts.
  • Serving as an advisor where the complexity and scope of contract activities requires the use of one or more subordinate specialist.
  • Participating and frequently represents the Contracting Officer and the Coast Guard in a variety of Coast Guard and contractor meetings, presentations, and contract justification sessions.

Qualifications

Basic Requirements
A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Applicants must have one year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Coordinating a variety of contracts requiring the development of new or modified evaluation criteria, reporting requirements, and contractual arrangements; preparing timely response to Congressional inquiries, Freedom of Information Act requests, or other sensitive correspondence; acting as technical consultant on matters related to the implementation and use of the automated contracting systems; overseeing data entry, reporting, and specialist training in connection with procurement matters, and procurement and financial data systems; and identifying appropriate contract type, given the customer’s requirements and considering small business and other socioeconomic program goals. Coordinating with requesting office, the user, the legal staff, and with contractors to obtain supporting documentation and resolve conflict, including disagreements over specifications and drawings, elements of cost, legal matters and performance problems.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE:  The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.
