Duties

Help

As a Biologist, you will:

  • Collaborate with the relevant Program Manager to develop strategic planning and management of a complex portfolio of research projects and serve as a principal Departmental contact with outside individuals, organizations, and other Federal agencies for matters pertaining to these assigned projects. Research the impacts of land-based and offshore wind energy technology on wildlife and develops tools and technology-based solutions to mitigate those impacts.
  • Evaluate program/project needs and prepare solicitations or procurement requests to support those needs. Organize the review of proposals, participates in the selection process, and leads negotiations to establish statements of work for awards.
  • Oversee performance of assigned projects through active project management, regular meetings with scientific researchers, and milestone/progress monitoring.  Modify or terminate programs/projects and updates the supervisor and other senior Departmental officials on unusual, difficult, or controversial technical matters.
  • Prepare, edit, and deliver technical reports and presentations on portfolio/project objectives, progress, and results to a variety of audiences including professional society meetings, trade groups, industry forums, conferences, management reviews, technical meetings, and other public meetings.  Represent the Wind Energy Technologies Office (WETO) in interdepartmental and interagency working groups to exchange information on research & development and consideration of new technologies.

This position is for one (1) vacancy and may be filled at duty locations in Washington, DC or Golden, CO.

2021 salary range for GS-13 in Golden, CO: $101,028.00 to $131,337.00

2021 salary range for GS-13 in Washington, DC: $103,690.00 to $134,798.00

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as experience planning and organizing multiple research projects on wind energy technology and its environmental impacts on wildlife; identifying and providing timely resolution of critical issues impacting project performance; and providing advice to management or other officials on environmental, regulatory, and/or permitting issues as they pertain to wind energy technology.

  1. Knowledge of the missions and programs of various Federal agencies and national and international organizations supporting research in the assigned areas of responsibility.
  2. Knowledge of environmental impacts of land-based and offshore wind energy development, related research, and methodological approaches.
  3. Knowledge of, and skill in applying, the scientific theories, principles, concepts, and methods of biological and environmental sciences. Such technical areas include, but are not limited to, environmental biology related to wind energy technology R&D and familiarity with statistical methods.
  4. Knowledge of land-based and offshore wind energy environmental law, policy, and regulation.
  5. Knowledge and ability to evaluate segments of complex research programs.
  6. Skill and ability to effectively communicate in writing to prepare segments of analytical documents and research findings.
  7. Skill and ability to communicate orally to brief top management and higher echelons of government on the status of programs and new developments and opportunities in assigned program area.

Education

EDUCATION:

There is a positive education requirement for this position. In addition to meeting the specialized experience, for the 0401 series, Biologist, you must possess the following Basic Requirements:


Degree: Successful completion of a full 4-year course of study leading to a bachelor's or higher degree in an accredited college or university that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.


OR


Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.


Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
