Summary

This position is located in the Office of Budget, Finance, and Award Management, Division of Acquisition & Cooperative Support.This organization is responsible for providing comprehensive acquisition and cooperative agreement award leadership; solicitation, negotiation, award and administration of NSF contracts and of complex cooperative agreements for NSF research facilities. The organization is also responsible for overseeing NSF procurement systems, contracts policy, processes and guidance.

Duties

This position is located in the Division of Acquisition & Cooperative Support (DACS), Cooperative Support Branch, Office of Budget, Finance and Award Management (BFA). The position is responsible for the following:  

The primary purpose for this position is to improve the full scope of the acquisition process throughout the Agency and Federal Government by providing requiring offices with guidance and expert assistance in preparing their requirements packages (e.g., Statements of Work, Performance Work Statements, Acquisition Plans, Evaluation Plans, etc.) in order to fashion more effective procurement strategies that result in (where appropriate) less risky (e.g.) firm fixed Price) contract/task order awards, and contribute to the goals of ensuring that NSF receives high quality services at reasonable prices, is able to utilize staff resources more effectively to manage contracts that are appropriately issued using high risk contracting authorities and increase NSF achievement of competition and small business opportunity goals, and cost savings goals imposed by OFPP. The position also includes the research, development, and coordinates agency procurement initiatives, proposed legislative and regulatory changes, as well as changes proposed by OMB, affecting NSF grant activities. This position also prepares summaries, studies or reports.

Qualifications

Applicants must meet the basic education requirement listed below: 
 A 4-year course of study leading to a bachelor's degree with a major in any field, OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, OR employed in the GS-1102 series since  January 1, 2000, or earlier.  

In addition to the basic education requirements, applicants must also have the following specialized experience:

GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience in researching, and writing of procurement policy, standard operating procedures, instructions, or other guidance documentation, providing guidance to policy and procedures for the solicitation, award and administration of federal grants, cooperative agreements or contracts; providing assistance to leadership in the creation of organizational policy related to procurement and grants management.

GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience in researching, writing and maintaining procurement policy, standard operating procedures, instructions, or other guidance documentation, providing guidance and recommendation to the solicitation, award and administration of federal grants, cooperative agreements or contracts; providing recommendation to leadership in the creation of organizational policy related to procurement and grants management.
