Summary

This position is located in Office of Budget, Finance, and Award Management, Division of Acquisition & Cooperative Support (DACS).  Cooperative Support Branch (CSB) is responsible for providing comprehensive cooperative agreement award leadership, negotiation, award and administration of NSF's complex cooperative agreements for the agency's research facilities. DACS is also responsible for overseeing NSF procurement systems, contracts policy, processes and guidance.

Duties

This position is located in the Division of Acquisition & Cooperative Support (DACS), Cooperative Support Branch, Office of Budget, Finance and Award Management (BFA). The position is responsible for the following:  

The incumbent supports NSF sponsoring program office and Cooperative Support Branch personnel in accomplishing their solicitation, negotiation, award and administration responsibilities by providing advice and assistance in performing their duties.  The incumbent also prepares and maintains written implementation guidance that are consistent with federal assistance policy and conforms to the management disciplines and specialties involved in the work of the Cooperative Support Branch.  Duties also include conducting research, reviewing and analyzing information, and briefing NSF senior management on complex assistance and procurement related matters; supporting NSF’s financial statement audit; serving as an internal reviewer for pending award actions; conducting internal compliance reviews; and researching and analyzing information concerning other types of legal agreements (e.g., bailment, property leasing and intellectual property licensing).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at GS-13, you must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as knowledge of legal, administrative, management, accounting, auditing, quantitative or engineering principles and concepts applied to: (i) solicitation, award and administration of federal grants, cooperative agreements or contracts, or (ii) researching, writing and maintaining assistance or procurement policy, standard operating procedures, instructions, or other guidance documentation.

To qualify at the GS-14, you need to have the following:  At least one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as knowledge of legal, administrative, management, accounting, auditing, quantitative or engineering principles and concepts applied to: (i) solicitation, award and administration of federal grants, cooperative agreements or contracts, or (ii) researching, writing and maintaining assistance or procurement policy, standard operating procedures, instructions, or other guidance documentation.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
