Duties

Help
  • You will serve as the AT/FP Ashore senior technical authority for the Commander, Naval Facilities Engineering Command and Commander, Navy Installations Command, advising other federal agencies and industry on technical matters.
  • You will be responsible for workforce shaping and community management for Program Office staff in support of the Command's AT/FP technical expertise and management as the Navy's AT/FP Ashore Systems Command.
  • You will assign work to subordinates based upon priorities, considering the difficulty and requirements of the assignments, type of work, existing workload, and capabilities of the employees.
  • You will identify training needs of subordinates, initiate on-the-job training, recommend formal training, provide mentoring, and develop Individual Development Plans for subordinate employees per the Community Management Plan.
  • You will resolve complaints from individual employees, resolve group grievances, investigate serious complaints and effect minor disciplinary measures such as warnings and reprimands, consulting HR/EEO specialists, as necessary.
  • You will evaluate performance of subordinates, including team leaders. Provides advice, counsel and instruction to employees on both work and administrative matters.
  • You will interview candidates for positions within the Program Office, making recommendations for appointment, promotion, or reassignment.
  • You will carry out the NAVFAC Commanding Officer's EEO policy and communicate support of the policy to subordinates.
  • You will guide long range planning and strategic response to ensure supported Commanders' needs are supported by Command products and services.
  • You will ensure life-cycle management of programs (cost, schedule, performance) pertaining to AT/FP Ashore Program Office.
  • You will represent AT/FP Ashore in external forums, including other Federal Agencies, DoD, international, allied partners, and industrial and professional organizations.

  • This position requires travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Occasional physical activity is required including walking, climbing or bending in the performance of field work, for designs and during field inspections of existing and/or new facilities during design and construction.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final top secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field - Program Management - Level III. Certification is required within 24 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card with travel and purchase authority.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing regional/command wide/theater wide programs for Anti Terrorism/Force Protection (AT/FP), including Physical Security/Access Control (PS/AC) for shore installations; 2) Resolving unique/novel problems as a subject matter expert in AT/FP Programs for the overall planning, budgeting, management and execution; 3) Evaluating the suitability of new technologies to meet AT/FP program requirements; and 4) Preparing and presenting correspondence, technical reports, cost estimates and/or fact sheets to technically inform/defend/support ideas and proposals to executive and headquarters-level audiences.
