Help

The Health Technician will be assigned to interested facilities throughout VHA in support of COVID-19 operations and may be appointed on a permanent basis or temporary basis on an intermittent, part-time, or full-time schedule.

Major duties include, but are not limited to:

  • Developing and maintaining a therapeutic, professional helping relationship with clients;
  • Providing orientation to new patients by explaining policies and procedures, treatment expectations and goals, and ensures that all admission requirements are met;
  • Working with a variety of physical, mental, emotional, and behavior problems using different techniques;
  • Processing and evaluating any incident involving the injury or abuse of any patient;
  • Receiving and directing patients and visitors and responding to routine inquiries;
  • Handling appointment requests and appointment changes/cancellations;
  • Performing initial physical examination of patients upon arrival to clinic, to include checking vital signs, pulmonary functions and reason for visit;
  • Filing all medical record information and correspondence in patient records.

Work Schedule: A variety of work schedules are available; Work schedule will be determined upon selection. NOTE: May be expected to work rotating weekends and holidays.
Pay Schedule: The salary range listed in this announcement is a Base-Line Salary for a full-time work schedule. Starting salary will be set based on locality (which may include a special pay rate depending upon location), as well as FT, PT or Intermittent employment.
Recruitment/Relocation Incentive: Certain locations are deemed as 'Hard to Fill' and 'may' offer Recruitment Incentives, but such an Incentive is not guaranteed.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

English Language Proficiency: Applicants appointed to direct patient care positions must be proficient in [both] spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience examples may include: Evaluating patients for emergency conditions; ordering appropriate diagnostic studies; experience in obtaining and documenting patient's vital signs; performing interventions based upon patient symptoms and established protocols/standards; assisting in behavioral/psychiatric situations; experience in venipuncture and collection of specimens; and/or assisting licensed staff with complex, specialized, and potentially-life threatening procedures; knowledge/understanding of human behavior and skills sufficient to understand motivations and reactions to stress; therapeutic interpersonal relationships with patients, family members, and staff; experience recognizing and responding appropriately to emergency situations using nursing intervention techniques to prevent medical and psychiatric crises from occurring; experience providing direct patient care that is appropriate to the cognitive, emotional, and chronological maturation needs of the adult and/geriatric patient; knowledge of the elements of patient centered care and the ability to perform administrative duties; experience operating equipment used for patient care and routine maintenance procedures; and experience drawing blood and obtaining specimens and POC [point of care]. NOTE: Specialized Experience must be supported by your resume to be creditable.

Applicants may substitute education for the experience required for the GS-7 level. NOTE: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7.

OR

Applicants may also combine education and experience to qualify at the GS-7 level.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements:
The work requires a level of physical fitness that allows for standing for extended periods, heavy lifting to position patients, and manual dexterity to perform clinical procedures. The work will require recurrent bending, lifting, stooping, standing, squatting, stretching, sitting and walking.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
