  • Establish and implement the development, production, conservation, and utilization of the natural resources of associated lands of the unit.
  • Prepare program of work for the management, protection, and development of resources on the assigned unit.
  • Direct the activities of subordinate programs to ensure unit plan requirements and goals are accomplished.
  • Formulate the plans, programs, and objectives for the assigned unit based on overall unit objectives.
  • Provide recommendations and resource information to higher organizational levels concerning programs within the unit.
  • Develop, edit, revise, or review written material about agency programs, environmental analysis, policies, or proposals.
  • Plan and direct the overall work of the unit performed through subordinate supervisors, team leaders, committee chairs or comparable similar personnel.
  • Provide leadership, allocate resources, and implement activities to accomplish agency multicultural organization direction and Equal Opportunity and Civil Rights requirement, goals, policies, and objectives.

  • Demands range from sedentary work seated in an office to the extreme range of physical exertion walking over rough or uneven rocky surfaces.
  • Routine office work is performed in a normal office setting. Work requires exposure to some risks involved in logging operations, firefighting, and walking or riding in isolated country, sometimes in adverse weather conditions.
  • Safety precautions are required and the employee must wear protective equipment while making on-the-ground inspections.

Qualifications

Specialized Experience Requirement:
For the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience are: Represented an organizational unit for the purpose of discussing agency policies and regulations with local, county, and State representatives, civic groups, cooperators, permittees, general public, and/or industry representatives; Developed annual program of work, prepared project work plans, developed long- and short-term budget needs, set priorities and documented work progress and accountability for assigned programs; Planned, implemented, and administered a natural resources program (e.g., timber management program) for a unit that included developing staffing, budget and equipment needs for program/project accomplishment; and/or provided advice, technical support, and evaluation of proposed and on-going natural resource programs to higher-level officials.

For the GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level. Examples of specialized experience are: Provided counsel to higher organizational levels concerning natural resource program issues and their current and anticipated effects; Exercised program responsibilities that included one or more of the following: program development, planning, budgeting, or identifying workforce and organizational needs to establish and meet priorities; Interacted with local, county, and State representatives, civic groups, cooperators, permittees, members of the general public, and industry to discuss, explain, or defend natural resource management policies and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Additional information

The primary purpose of this position is to serves as a District Ranger with responsibility for the management of the resources, goods, and services of a designated area on a National Forest.

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed above. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary or term employees of federal land management agencies opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status (such as LWOP) is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
