About the Position: This position will serve as a division chief at the 413th Regional Contracting Office, Fort Wainwright, Alaska. As a division chief you will be responsible for managing all phases of the division contracting functions. With coordination through the Director, advises executive office personnel/staff/project managers, customers in all phases of the acquisition process.

Lead a team of contract specialists in negotiation settlements involving treatment of work in progress and other issues.
Perform pre-award functions for complex procurements of services, supplies and construction and perform post-award functions for complex contracts for services, supplies and construction.
Assign workload, determine priorities, review completed work and interpret/apply regulations/directives/policy statements.
Monitors subordinates workload, approves leave and prepares justifications for requests for overtime or compensatory time as necessary.
Position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
Position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
Position requires that the incumbent meet DoD 5000-52M requirements applicable to the duties of the position.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Reviewing work methods and procedures for opportunities to improve efficiency; 2) Performing pre and post award contract activities (such as: contract modifications, conducting contract negotiations; resolving issues and problems associated with contract requirements development and management) to ensure the successful execution of contracts; 3) Managing supply, service and construction contracts using firm fixed price and cost reimbursable contracting methods; and 4) Providing direct contracting support to a broad and disparate customer and base at the installation level. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
