Summary

The Southern Arizona Health Care System is currently recruiting one Supervisory Police Officer, in the Police Service in Tucson, Arizona. The incumbent is responsible for the following: acts as the subject-matter expert for all supervisory/law enforcement issues occurring during assigned shift occurring at the Medical Center and all other VA facilities serviced by SA V AHCS Police (CBOC's, Rural Healthcare Facilities, and any VJSN 22 Offices on main campus.

Duties

Help

Duties include but are not limited to the following:

  • Represent during shift as the subject-matter expert for all supervisory/law enforcement issues occurring at the Medical Center and all other VA facilities serviced by SAVAHCS Police.
  • Detect/enforce violations against the criminal laws of the United States occurring within the jurisdiction of the VA.
  • Coordinate with outside law enforcement agencies responding to or impacting VA facilities.
  • Direct the department during natural disasters, terrorist acts, major accidents/incidents and criminal activity during non-business hours or anytime during the absence of the Operations Officer, Deputy Chief, or Chief of Police.
  • Supervise all aspects of police work to ensure officers properly execute their duties.
  • Review police reports for i.e. accuracy, completeness and has the officers make corrections when necessary.
  • Direct the protection of patients, visitors, employees and/or property against physical threats and personal safety.
  • Determine/secure the need for and/or conduct searches to i.e. collect and secure evidence, contraband, crime scenes and accident sites.
  • Direct equipment inventories during shift change to assure there is an adequate amount of supplies and forms present to perform the prescribed duties.
  • Develop/plan/direct duty schedules, shift operations, patrol and special duties to Officers/Dispatchers.
  • Conduct personal equipment inspections of subordinates to ensure the safety of the officer is not jeopardized by defective equipment (i.e., protective vest, radios, police vehicle, authorized weapons, etc.).
  • Verify all assigned personnel are trained and qualified for their assigned duties.
  • Collaborate with HR/supervisors i.e. to develop Position Descriptions, input for job advertisements, evaluates resumes of prospective candidates, and conduct performance-based interview panels to assist in selecting appropriate candidates.
  • Schedule officers for annual/recurring training to ensures timely completion.
  • Develop programs to alter the behavior of employees whose work performance is below acceptable standards as required.
  • Develop solutions to continuing problems in the quality of work and/or operating effectiveness and takes necessary corrective actions.
  • Administer annual/sick leave approvals keeping in mind minimum staffing requirements and limiting the use of overtime.
  • Monitor/evaluate and prepare reports on the performance of assigned personnel as required.
  • Provide technical advice and/or assistance to subordinates, other facility supervisors/employees when needed.
  • Supervise/perform the enforcement, investigation, detention and apprehension of individuals suspected or arrested of offenses against the criminal laws of the United States, State of Arizona and the regulations governing security and law enforcement on property owned or leased by the Department of Veterans Affairs.
  • Interpret complex Federal, State, Local and VA directives/policies to assist in developing local directives, policies and instructions designed to protect patients, visitors, employees and equipment while on VA controlled property.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, reaching, crawling, and other similar activities. Incumbent engages in such exertions when pursuing suspects, or participating in weapons or other kinds of training activities, climbing stairs in office buildings, or walking foot patrols in and around large buildings. May regularly require lifting and carrying heavy objects of 50 pounds or less. May require common physical characteristics and abilities in agility and dexterity and the strength to pursue, apprehend, and detain uncooperative suspects. The work environment regularly involves high risks with exposure to potentially dangerous situations or unusual environmental stress which require a range of safety and other precautions (e.g., subject to possible physical attack or mob conditions, or similar situations where conditions cannot be controlled). This level includes work in a high crime, metropolitan area where the public has easy access and officers must patrol in locations where persons may be armed while attempting auto theft, vandalism, narcotics transactions, and other offenses which can lead to assault with or without a weapon to avoid arrest. The work also involves moderate risk and discomfort when working outdoors without shelter, in extreme weather, or operating vehicles for extended periods of time.
