Help
  • The Budget Account Manager serve as the primary official responsible for managing the formulation and execution of NASA's approximately $14B annual human exploration and operations budget.
  • Make budget recommendations to OCFO leadership. Actively involved in the Planning, Programming, Budgeting and Execution (PPBE) process with the Human Exploration and Operation (HEO) mission directorate.
  • Primary liaison with OCFO Appropriations, Funds Control and Distribution Branch, and Office of Management and Budget (OMB), in regard to their respective responsibilities for Agency Operating Plan, apportionments, and Congressional Justification.
  • Establish and maintain a close working relationship with the HEO mission directorate Resource Management Office leadership. Routinely interact with engineers and scientists.
  • Analyze, plan, schedule, and coordinate all phases of budgeting needed to formulate the Agency's HEO budgets, including programs of high national priority impacting other Federal agencies, State and local governments, and/or foreign countries.
  • Establish collaborative relationships across the mission directorates and Centers to ensure the successful submission of the Agency's Congressional Justification, Operations Plan, Congressional "Questions for the Record", and OMB inquiries.
  • Develop strategy for presenting the Agency's budget to top management and OMB.
  • Review current year budget requirements, recommending approval, pointing out budget limitations and significant deviations from past years, suggesting solutions to funding problems, and advising on Congressional reactions to budget proposals.
  • Participate in discussions and decisions regarding reprogramming actions; receives requests for major reprogramming; and prepare reprogramming letters to the Congress.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-15,you must have one year of directly related specialized experience equivalent to the GS-14 level running Planning, Programming, Budget and Execution (PPBE) cycle including budget systems such as SAP, and associated budget tools; providing guidance/recommendations to leadership explaining budget issues and budget analyses to deliver critical and time-sensitive products and services; supporting a complex technical organization in the formulation, execution and advocacy of an organization budget; analyzing and manipulating large budget data sets to assess budget formulation and budget execution performance.
