Duties

Help
  • Serves as chairman of planning teams, consisting of personnel from the production, quality assurance, production control and material control functions
  • Provides engineering/planning support to workloads in progress by authorizing material substitutions and effecting necessary coordination to include new work operations, changed labor standards, and obtaining additional shop equipment and tools
  • Processes, controls, investigate, coordinates, maintains and initiates changes and supplements to technical and engineering data
  • Prepares work control documents for DMAG workloads
  • Conducts studies of the work area functions to determine measurable units for developing labor standards, defining those units, which are direct labor, and those which are indirect
  • Performs such other miscellaneous but related duties

Qualifications

All eligibility and qualifications must be met by the closing date of this announcement however, this vacancy announcement may be used to fill other like vacancies within 120 days of the closing of this announcement and your eligibility requirements (e.g. time in grade) will be reevaluated.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions

INDIVIDUAL OCCUPATIONAL REQUIREMENT:

  • Experience that involved measurements, simplification. and standardization
  • Methods analysis and improvement
  • Analysis and design of work center facilities and equipment
  • Planning and control of industrial operations

AND

In addition to meeting the individual occupational requirement above, to qualify for this position you must also meet the qualification requirements listed below

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower (GS-09) level or equivalent (grade level, pay schedule, pay band, etc). An example of creditable specialized experience includes: planning, developing, implementing new and existing workloads for special projects; resolving problems through the application of mathematics, statistical analysis, and qualitative and quantitative techniques; studying data system reports and production cost; gathering work control documents and technical manuals to review for accuracy.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of standard accepted industrial engineering practices to combine work measurement studies from a wide variety of sources into a comprehensive study.
2. Knowledge of mathematics and statistical analysis techniques.
3.Knowledge of the operations, services, needs, and goals of management and their program (s) and the organizations studied or served, and related customers, functions, resources, and users.
4. Knowledge of DMAG repair facility work processes and methods.
5. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders.
6. Knowledge of current automatic technology and practices and the ability to evaluate the effectiveness of its use and provide assistance to others.
7. Ability to communicate well, both orally and in writing, and establish and maintain good working relationships.
8. Ability to independently plan, coordinate, and organize work to identify problems and develop innovative solutions.
9. Ability to read engineering plans, technical data and specifications.
10. Ability to gather, analyze, and present data and supporting analyses such as manpower requirements evaluations and contracting out studies.
11. Ability to research, analyze, interpret, and apply rules, regulations. and procedures.
12. Ability to plan, organize and direct the activities of lower graded technicians.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

WORK ENVIRONMENT: The wok involves moderate risk or discomforts that require special safety precautions when visiting work sites. May be required to wear personal protective equipment. Some work maybe performed outdoors at various time throughout the day Otherwise work is performed in an office setting.
