Summary

The incumbent works at the VA Palo Alto Health Care System in Palo Alto or at the Community Based Outpatient Clinic in Monterey, CA. Help

The Lead MSA monitors and makes work assignments in both the Clinical and Call Center settings, provides input on performance, resolves daily workplace issues and maintains efficient workflow assignments. Other requirements/tasks at this level include, but are not limited to:

  • Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians
  • Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process
  • Advanced knowledge of the technical health care process as it relates to access to care
  • Ensuring coverage of all areas of responsibility.
  • Conducting ongoing reviews to ensure quality of work.
  • Ensuring accurate and timely scheduling of appointments.
  • Providing guidance to staff members to include changes in policies and procedures.
  • Distributing and balancing workload.
  • Creating and maintaining employee work schedules.
  • Orienting and providing on-the-job training for new and current employees.
  • Ensuring all training requirements are met.
  • Organizing the work structure of his/her assigned areas.
  • Acting as liaison between MSA and staff in order to resolve day to day conflicts.
Work Schedule: Monterey, CA - Monday - Friday 8:00am - 4:30pm

Qualifications

BASIC REQUIREMENTS

Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3g.)

Certification. None required.

Grade Determinations:
GS-7 Lead MSA

Experience. One year of experience equivalent to the next lower grade (GS-06) level.

In addition to the one year of specialized experience at the next lowest grade (GS-06) level, candidates must demonstrate the KSAs below:

1. Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.

2. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting..

3. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.

4.Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff.

5. Ability to provide staff development and training.

6. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is a periodic walking, standing, bending, and lifting. No special physical demands are required to perform the work.

There is no educational substitute for the grade level of this occupation.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
