Summary

As a Supervisory Government Information Specialist (FOIA) at the GS-0306-15 you will be part of the Office of Privacy and Information Management, Office of Personnel Management. If selected, you will be responsible for leading and managing the FOIA team and providing a final quality assurance (QA) review of all responses to FOIA and Privacy Act requests pursuant to 5 USC 552, 5 USC 522a and 31 CFR Part 1.

Duties

Help
  • Provide expert advice and oversee FOIA staff responsible for processing, evaluating, and responding to FOIA and Privacy Act requests and serves as OPM's lead point of contact for such functions.
  • Provide program management expertise to the oversight of such functions, and assist in implementing professional program management strategies throughout the agency.
  • Serve as agency program manager for FOIA programs.
  • Develop and monitor FOIA/PA program policies and procedures.
  • Plan and organize analytical studies involving issues related to the proper implementation of FOIA and Privacy Act access requirements and the handling of requests by the agency.
  • Reconcile conflicts between basic policies and program goals; develops new ways to measure program accomplishments, results and effectiveness.
  • Plan, lead and perform comprehensive process analysis that supports problem resolution activities, or implements major enhancement initiatives for established programs.
  • Coach others in analysis and correction of work processes.

Qualifications

For the GS 15: You must have one year of experience equivalent in difficulty and complexity to the GS-14 grade level or pay band in the Federal service that demonstrates comprehensive mastery knowledge of one or more of the following: Freedom of Information and Privacy Act of 1974, knowledge of other related OMB and DOJ policy requirements as well as relevant case law and Agency policies, regulations and procedures.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS15 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
