The Supervisory Management Analyst, located in the Office of Audits & Evaluations, supports the Office’s and Division’s missions by performing operations and assignments related to strategic initiatives and risk program activities, functions, and performance, as well as policies, procedures, and administrative functions, related to hotline analysis and external reporting.

As a Supervisory Management Analyst, you will perform the following duties while overseeing the planning and timely execution of division-led, audit project support, planning, strategic, and risk-based initiatives; in addition to personnel actions and organization design issues:

  • Assist management for implementing an effective data analytics and project management-based, strategic planning program that includes the development of audit projects derived from hotline complaints
  • Plan and assign work, set and adjust division priorities, and provide staff with support, guidance, instruction, counseling and advice. This includes decisions on solutions to work problems presented by the staff, staff development and training, drafting incentives or other awards, and providing recommendations for selection, appointment, promotion, or reassignment
  • Develop tools, techniques, methodologies, and mechanisms to aid in the planning of project proposals for audits, reviews, attestations, and evaluations that include researching, surveying, analyzing, and documenting data, processes and policies used to develop and define the scope, objectives, and methodologies
  • Oversee and direct the efforts of assigned division staff, and collectively develop and present a variety of complex technical documents such as operational plans, review programs, briefings, and reports that explain new methodologies, define testing requirements, which also may include projections of errors or monetary amounts; or offers qualitative or quantitative assessments
  • Assist in the coordination and prioritization of audit work in consideration of risks, vulnerabilities, stakeholder requests, financial impact and the potential to make recommendations that can lead to positive improvements in services to veterans

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes: 

- Evaluating, summarizing and preparing reports, or developing/implementing tools and techniques for reports, that assess risks and operational weaknesses; AND
- Communicating issues, justifying conclusions and recommending courses of action in an audit environment; AND
- Performing formal and informal briefings and presentations of a technical nature to high-level management

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
- For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory probationary period may be required.
- A Public Trust – Background Investigation will be required. 
- You must successfully complete a background investigation.

- Obtain and use a Government-issued purchase card for business-related travel
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on
